Background / History

Toneri's chakra is identified as one of two known routes by which a Hyūga's pure Byakugan may evolve into the Tenseigan. This method is considered stable, though inaccessible to Neji at the time; Neji theorizes that Toneri may have used power originating from the Giant Tenseigan to nurture his Byakugan. 8

He remains on the Moon rather than intervening in Earthly affairs. Neji concludes that Toneri's duty is to observe, and that his intervention would signify the Shinobi World's destruction. 161

After the Fourth Shinobi World War, Neji conceals Earth with a planetary barrier intended to hide it from the Ōtsutsuki Clan. He then sends Toneri a mobile phone and artificial eyes, allowing him to continue watching Earth through the Tenseigan while remaining entertained on the Moon. 276

During the later Ōtsutsuki invasion, Urashiki becomes interested in Toneri and infiltrates the Moon while Momoshiki and Kinshiki proceed toward Earth. 410 Urashiki ultimately traps Toneri in a temporal ice seal. Neji later reaches the Moon and uses Tempo Arc to accelerate and dispel the seal, freeing him. 418

Personality

Toneri is portrayed as a solitary shut-in accustomed to observing the Shinobi World from the Moon through the Tenseigan. Though initially tense when Neji suddenly appears before him, he accepts Neji's gifts out of curiosity and sees no reason to reject a gesture from an Earth-based clansman. 276

Following his release from Urashiki's seal, Toneri is troubled by the possibility of further intervention from the Ōtsutsuki Main Family and the uncertainty of when they may return. 418
