Ideology and Strategy

• The Army seeks to replace the World Government with a system in which ordinary people are the masters of government. Yaen argues that removing its rulers without changing conditions among the population would merely repeat the old system 137 583.
• It recruits people who share that aim rather than relying solely on powerful fighters, though Yaen considers strong combatants essential for an eventual confrontation with the World Government 75 172.
• Secrecy protects its growing network. Yaen removes traces of his identity from the organization, becoming known internally by his title, Chief of Staff, while Robin handles much of its business 77. The World Government remains largely unaware of the Army even after it begins taking root across the seas 179 365.
• Its First Five-Year Plan sets a course for expansion from the North Blue across the Great Sea. The later Island Commune Plan develops small and medium-sized islands as the basis for a wider revolution 138 179 463 698.

Organization

• Bartholomew Kuma joins after reading Yaen’s First Five-Year Plan, having initially dismissed the Army as another group using violence for its own ends 137 138.
• Emporio Ivankov joins during Dragon’s recruitment of Kuma and later operates inside Impel Down for the Army 138 774.
• Issho leads Revolutionary Army forces in Wano Country and fights Marine Admiral Borsalino 537 546.
• Blueno uses his Door-Door Fruit to evacuate Dragon’s forces in Wano Country. Dragon subsequently welcomes him as a comrade, though Blueno is bewildered by the turn of events 640.

History

Early growth and the Mary Geoise rescue

Dragon leaves the Marines to pursue the revolutionary path discussed with Yaen. As the Army expands while lying low in the North Blue, Yaen urges Dragon to recruit strong allies and sends him the encrypted First Five-Year Plan 16 75 138.

During the slave uprising at Mary Geoise, Yaen and Dragon plan an escape that avoids a direct assault by the Army’s main force. Mori’s Push-Push Fruit becomes the crucial means of rescue; thousands of escaped slaves reach a hidden underground cave 172 178. At a subsequent leadership meeting, Dragon proposes integrating them into the Army, while Yaen proposes a Red Line port that could provide them a home and aid travel 179.

Wano Country conflict

Following the Beast Pirates’ defeat, Dragon’s forces enter Wano Country, whose Seastone resources make it strategically important. Yaen intends to use Wano as a training ground while drawing the World Government’s attention away from other revolutionary activity 515 522. The Army fights the Marines around the Flower Capital; Issho confronts Borsalino, and Dragon fights Yaen in a public clash 548 550 554.

The World Government later treats Dragon’s force as Revolutionary Army remnants and attempts to encircle it. After an attack on the G-1 Branch, the Marines pursue the force but lose its trail, and the suppression operation fails 689 690 693 694.

Great Sea Liberation Operation

With the Army’s preparations nearing completion, Dragon and Yaen agree to delay open conflict until they can challenge the World Government on a broader scale 698. As the war at Marineford draws away government and Marine attention, Dragon directs a coordinated uprising against World Member Nations. Island representatives and their forces mark their right arms with crimson cloth; the Army’s stated targets are the ruling noble class, not civilians or plunder 796.

The Army’s command estimates that advance preparations will let it overthrow more than half of the World Member Nations within a day, then reinforce further uprisings and organize defenses against a counterattack 796. Yaen’s role is to prolong the Marineford conflict while Dragon commands the liberation operation 804.

When the World Government’s Creators enter the conflict, Dragon leads the Revolutionary Army into battle against them at Marineford. Blueno’s Door-Door Fruit also gives the Army a means of opening passages to islands 824 826.
