"When the time comes, we can obtain some adaptation funds to arm ourselves and establish a Foreign Legion capable of participating in Plane wars and expanding outward!"

The Seven Towers Alliance had many Auxiliary Armies. Some were royal guards like those Athedia had once commanded, some were Expeditionary Forces under Auger, and others were native garrisons from various places...
The worst treated were the Auxiliary Armies directly controlled by Wizards.
The Alliance would appoint Wizards as the leaders of these armies and place them under direct control.
They were essentially cannon fodder.
One level higher were the retinues.
Retinues had no military autonomy either. Their command belonged to Wizards or military supervisors appointed by Wizards, who firmly controlled their direction and progress.
Above them were the Allied Armies. They followed orders and acted in coordination, but no longer had military supervisors and were given opportunities to act independently.
What the Talman Empire had now secured was a level higher still—the treatment given to the Foreign Legions of the Seven Towers Alliance.
They had official establishment, corresponding exchange privileges and merit systems, and access to all kinds of benefits the Alliance made available to ordinary Wizards.
