Disillusionment with the Navy

Dragon originally believed the Navy existed to protect civilians and maintain justice. His faith collapsed after witnessing slave ships pass Marine vessels unhindered and seeing nations unable to pay the Heavenly Tribute forcibly deported to the Bridge Country. He defected after concluding that the Navy protected the Celestial Dragons and a corrupt World Government rather than justice. 22

When questioned by Kong, Garp, and Sengoku, Dragon remained resolute even while acknowledging that the Navy and World Government were necessary to prevent wider chaos. The Five Elders subsequently offered him the opportunity to observe or take part in reform efforts, while CP0 agents were assigned to prevent another escape. 22

South Blue Operation

As a Rear Admiral, Dragon led his first major mission against King Taklama, the Slave King of Thutmose Island. His objective was to capture Taklama and free the island’s enslaved population. 41

During the operation, Dragon intervened when Hero Water-enhanced Black-Marked Royal Guards began wounding his officers. He became a high-speed green tornado that tore through the guards; this was only a test of his unawakened Hurricane Fruit. 59
