Background / History
The City of Law began as a small wooden village on barren grassland, founded by Bena and his Son of Justice school. Linsey later identifies this settlement as the embryonic form of the future City of Law, which would grow into one of the universe's foremost powers. 788 793 796
Bena had broken away from the Seven Stars Federation's Justice school following the Day of Collapse. His city became a major force of human resistance and was among the powers that destroyed the gods during the Mythological Era. 935 988
Over time, the City of Law became one of the thirteen World Main Cities. It developed both the Righteous Walker and Law Knight paths, with Law Knights enforcing laws created by people rather than natural laws. 281 794 996
A succession crisis began when the King of Firm Governance died and his designated heir vanished. The White Steel Sword was lost, Righteous Walkers divided over the future, and war spread across the City of Law World. 587 667 783
During the crisis, the Royal City was protected from open factional warfare as a symbol of legitimacy. This restraint eventually failed when the Abyss School infiltrated the city, the Thorned Necklace sealed it, and the attackers attempted to seize the Law Hall and rewrite the world's rules. 860 914 973
The entire City of Law World was later dragged into the Sea of Wandering. Linsey, Alvitte, and Wala Wala used the Source Flame to awaken the Law System and gather the world's scattered fragments; Linsey then revived Bena long enough for the First King to expel the deity occupying the system and lift the city from the sea. 1061 1071 1078
City Layout
The City of Law is arranged in three layers divided by three city walls. Its central Royal City stands on a mountain peak, crowned by a castle and a pure-white tower visible throughout the city. 860
- Royal City — Contains the central mountain, castle, Law Hall, Law Knights' oath ceremonies, and the city's highest legal authority. 862 949
- Residential districts — The city's main inhabited area, containing homes, commerce, and medical services. 860
- Outer agricultural zone — A fifteen-meter white wall encloses plains, lakes, rivers, farmland, and scattered villages, allowing the city to remain self-sufficient and defensible during war. 860
- Dark Street — A refugee district within the third city wall. Originally planned as temporary housing, it became overcrowded during the prolonged war and is associated with fighting, gambling, and prostitution despite regular Law Knight patrols. 900
- Public graveyard — Located north of the city beneath the third wall. Burial is free for citizens, while upkeep is performed jointly by School of Death monks and Law Knights; grave rights require renewal every 150 years. 990
- Hall of the Defenders — An inner-ring shrine where major historical figures are buried and where new kings and festivals are ceremonially observed. 990
Law System and Governance
The City of Law's laws are tangible concepts that exert pressure within its borders. Examples include prohibitions on Awakened massacring civilians, the principle that life should be respected, and the supremacy of legislation. 860
These laws do not directly control minds, but they function like gravity: people may resist them, yet are continuously pulled back under their influence. 860
Righteous Walkers
Righteous Walkers are the City's ruling Awakened path. They historically selected or became kings, and their internal divisions over succession and policy caused the long-running civil conflict. 783 861
- The fourth King of the Righteous was a Demi-human; reforms during his reign established that all intelligent species are equal. 719
- A recognized ruler normally requires all three royal artifacts to fully exercise authority over the Law System. 1076
- Bena later changed the system's fundamental relationship with the king, liberating it from its prior logic. 1079
Law Knights
Law Knights are the king's guardians and the practical enforcers of law. They are among the City's most common Awakened and serve as the final safeguard when legal codes are defied. 1 860
- They investigate violations, conduct residency screenings, patrol dangerous districts, guard public ceremonies, and defend the city during attacks. 861 862 900 979
- Law Knights serving the City of Law can draw on laws and rules accumulated over countless millennia, making them unusually formidable against others of the same stage. 720
- Severe collapse of will can cause a Law Knight to become a machine-like slave to law, able only to enforce it. 720
- Their training continued even without a new king: new recruits still took their oaths because “the law and the city must continue.” 861
Law Hall
The Law Hall stands at the center of the Royal City and is where Law Power converges for both the city and the wider City of Law World. It is linked to the Human Wisdom Codex and can regulate the legal defenses surrounding the city. 949 973
Royal Artifacts
The City of Law possesses three Great King's Artifacts, which serve as both sources of power and anchors for its legal concepts. 860
| Artifact | Function |
|---|---|
| White Steel Sword | A self-repairing sword embodying the people of the City of Law and the inheritance of royal authority; it returns to the true king after damage. 783 896 |
| Human Wisdom Codex | Gathers human will and can create miracles; it is closely connected to the Law Hall and can provide a means to operate the Law System. 896 949 1076 |
| Thorned Necklace | Represents the foundation of law and order. It can seal the city with destructive thorns and grants Law System enhancements to a recognized ruler. 914 1076 |
Defenses and Infrastructure
- Law-based citywide defenses — The Law System protects the Royal City and can block unauthorized movement through legal barriers. Law Knights can interact with these defenses more easily than outsiders. 976 979
- Thorns of Rejection — When activated through the Thorned Necklace, white thorns seal the city, bring what they touch under control, and destroy evil enemies threatening residents' lives. 914
- Platinum Key — An indestructible key to the Law Hall that can release the Thorned Necklace's sealing power. 949
- Teleportation network — As a World Main City, the City of Law maintains core teleportation routes through stationed Space Sorcerers. Its system was later considered for restoration by the Seven Seas Alliance. 281 879
- Self-sufficient agriculture — Extensive farmland within the outer walls supplies the city and supports its wartime defenses. 860
Major Crises
- Sword-Snatching War — A conflict over the White Steel Sword that followed years of warfare and led to a King Selection Ceremony. Alvitte was injured and displaced into another world during its explosion. 667 874
- Succession War — The death of the King of Firm Governance and disappearance of his heir left a power vacuum, splitting the Righteous Walkers and causing prolonged conflict. 587 861
- Abyss School infiltration — The Abyss School tested methods of countering Law Power, infiltrated the Royal City, and targeted the Law Hall to alter the world's foundational rules. 914 973
- Thorned Necklace seal — Princess Yanafeien activated the royal artifact during the crisis, sealing the City of Law and forcing refugees toward Quiet River. 914 950
- Sea of Wandering incident — The City of Law World was pulled into the Sea of Wandering, scattering its fragments and exposing its Law System to a deity's attempted takeover. 1061 1073
- Liberation of the Law System — Bena briefly returned, expelled the deity from the system, lifted the city from the sea, and altered the system's logic before disintegrating and leaving behind the White Steel Sword. 1078 1079
