History
Linyuan initially suffers from severe inequality and weak public order. The Southern District is associated with poverty and gang exploitation, while Pear Blossom Alley serves wealthy patrons. The Fengtian Division struggles to contain extortionists and criminal groups operating openly in the city. 6
The Myriad Demon Sect becomes deeply entrenched in Linyuan through hidden outposts, alchemy dens, merchant fronts, corrupt officials, and infiltrators within the Fengtian Division. Its influence reaches both the underworld and the official system, allowing it to operate in the city for years. 148 157 188
Following the deaths of the sect's leaders and Shen Wanjin's defeat on the ancient battlefield, the Fengtian Division and city guards purge identified sect strongholds. Gang activity declines, factional infighting within the Division eases, and civilians begin to experience greater security. 229
