Governance and Travel

• Pro State's rule of administration is: “For external affairs, ask the Guanfang; for internal affairs, look at the flag.” Affairs between towns fall to the Guanfang Envoy, while influential families govern matters within towns 53.
• Guanfang Envoys are sent from the Outer State. Their duties include maintaining public order and controlling travel between towns; patrol officers act under their orders 53.
• Legal travel requires a permit approved by both the departure and destination Guanfang Envoys. Without one, travelers cannot use trains or boats or pass checkpoints on foot 53.
• Large families exert influence across Pro State, while smaller families hold influence in particular regions. The precise relationship between these families and the Guanfang Envoys is not explained 53.

Boundary Lines

• Boundary Lines divide Pro State's regions. Guanfang Hall cannot deactivate the stronger lines between regions; its equipment creates small exits through them. Withdrawing that equipment would leave the regions isolated 500.
• The Boundary Line between Pro State and Inner State is substantially harder to cross than a line between Pro State towns 485.
• Research held in the Outer State links Pro State's Boundary Lines to changes in dark energy caused by magnetic fields. A Magnetic Vibration Cannon produces a measurable change in a Boundary Line 514 517.

Cultivation and Technology

• Pro State has many Dao Gates, including Travel, Shut-in and Body Cultivation. Their different fighting methods can make large-scale coordination difficult despite the strength of individual cultivators 50 748.
• Steam engines are common industrial power equipment in Pro State. Electrical power sources are comparatively rare there 510 515 546.

History and Conflicts

Accounts of Pro State's earlier history remain incomplete. Goncharova relays a rumor that its people won a war against a force she calls the Dark God, but cannot date the conflict reliably 574. Shen Jingye identifies performer and commander Huang Yuxian as a major contributor to Pro State's victory in the Second Pro War 631.

Pro State's position between Outer State and Inner State makes control of its Boundary Lines strategically important. Outer State's Guanfang Hall maintains exits between regions, while Inner State could exploit a fragmented Pro State 500. Later, Pro State's defenders face invasions from Tufang Country and the Great Shang Empire's forces 748 830 837.
