Background / History

Before Luo Li received the territory, much of the Northern Border was barren and underdeveloped. Winter City had already changed substantially through reforms Luo Li enacted while serving as its commander-in-chief, transforming it from a desolate city in the Extreme North into a prosperous regional center 26 27.

After receiving Winter City and the Northern Border as his fief, Luo Li became its sole formal ruler. Local residents accepted the arrangement enthusiastically because they had directly benefited from his earlier administration; Qian Renxue observes that he had effectively been the region's “uncrowned king” even before the grant 27.

Winter City became the administrative and symbolic heart of the territory. Its geothermal resources were used to create unfrozen warm areas, support greenhouses, and improve ordinary residents' ability to live through the northern climate 26 59.

Northern Border Reform

Luo Li began preparing a sweeping reform program after the region fully came under his command. Shen Bei collected information on cities throughout the territory so reforms could be tailored to their local conditions 50.

Winter City maintains disciplined gate inspections and regular patrols. Its soldiers wear blue frost armor or snow-white fine-iron armor and carry long halberds 27 59.

When Star Luo-backed forces began raiding merchant caravans through the Western Mountains, Luo Li responded by personally leading the White Robe Army and allied Seven Treasure Glazed Tile Sect soul masters. The operation destroyed the hostile force, killed General Jin Yu, and placed the Star Luo-built Mountain City under Northern Border control 69 70 77 79.

The Northern Border later became recognized for its rapidly increasing top-tier combat strength. Announced breakthroughs included Luo Nan becoming a Titled Douluo, Shen Bei reaching Soul Douluo, and Dugu Bo advancing further as a Titled Douluo 96.

The territory's reform program prioritizes commerce, education, Soul Master cultivation, and public welfare. Skywater and Blazing Fire's integration into Frost Rime Academy provides the Northern Border with the high-level Soul Master education it previously lacked 55 56 58.

Western Mountains Campaign

The Northern Border's transport plans draw Star Luo interference through disguised military “bandits.” Luo Li's response eliminates the raiding force and secures the strategically constructed Mountain City, protecting the developing trade route 69 70 79.

Continental Expansion of Influence

With major academies, the Seven Treasure Glazed Tile Sect, the Blue Lightning Tyrant Dragon Clan, and two former Spirit Hall Titled Douluo connected to it, the Northern Border becomes a new central power in the Soul Master world 68 93 96.

During the Star Luo Empire's internal upheaval following Dai Tianfeng's death, the Northern Border backs the Zhu Family against Dai Weisi's faction in exchange for its submission 142 143 144.

Spirit Hall Empire Ultimatum

After Bibi Dong becomes the Rakshasa God and forms the Spirit Hall Empire, the Northern Border receives an ultimatum to surrender within one week. Its leadership splits between those favoring surrender to preserve lives and those, led by Shen Bei, demanding resistance to the end 161 162.

Qian Renxue opposes Bibi Dong's plan to attack the Northern Border, but is defeated in their battle. Luo Li's emergence from seclusion then interrupts Bibi Dong's claim to rule the continent 162 163 164.
