History
Zhao Huaian established the alliance by forcing Guangyang City’s three great families—the Zhu, Zhou, and Xu—to submit to a new structure with himself as Alliance Leader. The families accepted because refusal risked clan destruction, while Zhao Huaian offered protection and expansion under his growing reputation. 190 191
Its initial system centralized wealth and military power. The founding families shared business resources, surrendered 70% of their profits to Zhao Huaian, and were ordered to recruit a guard force of at least 1,000 cultivators, including no fewer than five Foundation Establishment cultivators. 191
The alliance rapidly absorbed families around Baishi County. Zhao Huaian’s policy offered prospective members two outcomes: integration and tribute, or destruction. By the time of the Shen Family conflict, the Luofeng Alliance had raised 3,000 guards and used the campaign to demonstrate that its authority could not be challenged. 191 197
After destroying the Shen Family, the alliance incorporated Yiyang City’s remaining families.
