Background / History
Ying Zheng rules Great Qin while reviewing memorials when he is drawn into the All-Heavens Chat Group. He initially regards the panel as a disturbance to state affairs and ignores Zhu Yuanzhang’s accusations of tyranny, dismissing him as ignorant rather than wasting energy on an argument. 9
After Liu Bing explains that the group connects different timelines and worlds, Ying Zheng learns that Great Qin will fall in its second generation. He suppresses his anger to seek the cause directly, accepting a copy of Qin History from Liu Bing. 10 The history convinces him that Fusu is too bound by Confucian thinking to reliably secure Qin’s future; Ying Zheng sends him to train with the army while keeping him in Xianyang, fearing that a forged order could again lead to Fusu’s death. 29 31
By this point, Ying Zheng has imprisoned Hu Hai, Zhao Gao, Xu Fu, and the alchemists whom he considers responsible for Qin’s downfall. He has them whipped whenever his frustration needs an outlet. 16
His exposure to the All-Heavens Chat Group changes Great Qin’s trajectory. Through Liu Bing’s support, contact with other worlds, and the cultivation era opened by Tongtian, Ying Zheng transforms his state into an emerging Immortal Qin rather than allowing it to follow its recorded collapse. 87 100 297
Ying Zheng also becomes actively involved in acquiring talent from other worlds. He recruits Xue Qi after the latter returns from the Pirate World, receives thousands of modern transmigrators in Great Qin, and later successfully recruits Jia Junpeng by appealing to the prospect of participating in the events of The Legend of Qin. 76 80 295 414
Appearance
Ying Zheng is depicted as a tall, handsome, imposing man in a black dragon robe. His presence is sufficiently majestic that soldiers and generals from later dynasties immediately recognize the significance of meeting the First Emperor. 32 47
- Wears a black dragon robe. 32
- Described as tall, handsome, and majestic. 47
- Usually maintains a calm, placid expression even under provocation. 9 16
- His cultivation restores his appearance to that of a man in his twenties despite his chronological age. 296
- Wears armor rather than imperial robes when joining dangerous cross-world operations. 64
Personality
Ying Zheng is controlled, pragmatic, and intensely focused on Great Qin’s survival. He considers anger harmful to judgment and usually refuses to let insults dictate his decisions; instead, he seeks information that can be used to address Qin’s collapse. 10 His long-term ambition extends beyond preserving his dynasty: he wants Great Qin to spread across the heavens and myriad worlds. 29
He is also ruthless and vindictive toward those he holds responsible for Qin’s fate. After reading about the Qing’s massacres and humiliating treaties, he becomes determined to destroy the foreign rulers, while his treatment of Zhao Gao becomes increasingly arbitrary and cruel. 31 32
Ying Zheng values practical talent and utility above sentiment. He sees Xu Li’s targeted charm ability not as a personal temptation but as a potential political instrument, calculating her risks against her usefulness. 47 48
Although commonly branded a tyrant, Ying Zheng does not regard himself as bloodthirsty. He sees his unification of the realm as the necessary means of ending the chaos and warfare that had devastated the people. 31 He is willing to exploit his fearsome reputation, however, and deliberately stages overwhelming displays of Great Qin’s military and supernatural strength to deter internal enemies. 82 83
He is highly competitive with the other emperors in matters of talent, development, and expansion. Nevertheless, he can act patiently, allowing rivals to make their offers before presenting a more compelling reason for a sought-after transmigrator to choose Great Qin. 76 414

Story Role / Major Arcs
All-Heavens Chat Group
Ying Zheng enters the chat group as the First Emperor of Great Qin. His first major concern is discovering that Qin does not endure forever; he receives Qin History from Liu Bing and begins seeking a means to overturn that future. 9 10
Search for Immortality
Convinced by the chat group and Liu Bing’s exchanges with Yang Chan that immortality is real, Ying Zheng asks how to acquire it. Liu Bing tells him that points earned through contributions to the country and world can be exchanged for what he needs, including a path to immortality. 15
Ying Zheng refuses to settle for pills and instead requests a cultivation method suited to emperors. He is forty years old and believes the remaining time of his natural life is insufficient to resolve Qin’s internal problems, expand its territory, and achieve his ambitions. 29
“Overthrow the Qing and Restore the Ming”
After learning of the Qing’s rule, treaties, and massacres, Ying Zheng is enraged and joins the cross-world campaign alongside Liu Che, Li Shimin, Zhu Yuanzhang, and Zhang Jiao. 30 31 32 He leads 100,000 Qin soldiers through Liu Bing’s portal with the declared intent to attack the foreign rulers. 32
At the Qing world’s battlefield, Ying Zheng meets the other emperors in person, receives their respect as the First Emperor, and helps coordinate military operations using Liu Bing’s physical real-time map. 32 33 The coalition’s armies reach the Qing capital in just over a month, supported by Han inhabitants who open city gates from within. 46
The coalition subsequently enters the Forbidden City and confronts Qianlong. Qianlong is forced to hang himself on Coal Mountain, bringing the Qing Dynasty to an end. 49 50
Xu Li’s Capture
When Xu Li attempts to enter the Qin camp and use her charm ability on him, Ying Zheng sees through the attempt. He determines that the ability affects only a chosen target and begins considering Xu Li’s value as an instrument for influencing others. 47 48
After Zhou Ru and the other emperors arrive, Ying Zheng’s proposal to use Xu Li as a tool attracts the interest of Liu Che, Li Shimin, and Zhu Yuanzhang as well. They discuss sharing her use rather than allowing one emperor to monopolize the ability. 48
Pirate World Expansion
Ying Zheng expands Great Qin’s influence into the Pirate World, operating in East Blue and bringing figures including Kaido, Garp, Sengoku, Tsuru, and Momousagi to his side. He prioritizes useful support talent over pure combat power. 74
He uses the Pirate World’s powers and personnel to strengthen Great Qin, planning to establish the Six Powers and Haki across his military. He also acquires plant-related Devil Fruit users to accelerate agricultural production and assigns the Mohist School to research modern weapon blueprints. 76 80
Together with Liu Che, Li Shimin, and Zhu Yuanzhang, Ying Zheng becomes one of the Four Sea Emperors. Their combined force purges the World Government and forces Imu to remain hidden in Mary Geoise. 296
Immortal Qin and the Six States Rebellion
After returning from the Pirate World, Ying Zheng uses a grand sacrificial ceremony to publicize Great Qin’s military strength, its access to immortal grain, and its apparent connection to the immortal realm. He also uses the event to draw the restless nobles of the Six States into making their move. 82
The Six States remnants attack with siege crossbows and charge under Xiang Yu’s leadership, but Ying Zheng remains calm and watches the attempt through Observation Haki. Fusu intercepts the assault, demonstrating the overwhelming gap between Great Qin’s newly empowered leadership and the rebels. 83
Ying Zheng and Fusu seek Xiang Yu’s allegiance because of his value as a future combatant for Great Qin. Xiang Yu surrenders after Fusu agrees to spare the Chu nobles involved in the operation. 85
Tongtian’s Descent
During the sacrificial ceremony, Wang Li’s Heaven-Piercing Altar attracts Tongtian’s attention. Liu Bing warns Ying Zheng in advance that the Supreme Pure Spiritual Treasure Heavenly Venerable will descend, allowing him to maintain his composure and complete the sacrifice. 85 87
Tongtian recognizes Ying Zheng’s unification of the realm and the resulting peace as consistent with the Interception Sect’s doctrine. He elevates Ying Zheng’s world, opens the path of cultivation, gives Ying Zheng a cultivation technique, and accepts him as a registered disciple. 87
Transmigrator Recruitment
Ying Zheng sees transmigrators as valuable personnel for Immortal Qin. He recruits Xue Qi after appealing to the latter’s admiration for the First Emperor and his ambition to make Great Qin an Immortal Qin spanning the myriad worlds. 76 80
When several thousand modern university students suddenly arrive in Great Qin, Ying Zheng approaches them directly and offers merit-based employment, Devil Fruits, and assignments suited to their fields of expertise. 295 296
He later competes with the other emperors for Jia Junpeng. By offering the chance to experience the unfolding The Legend of Qin worldline, Ying Zheng secures Jia Junpeng’s decision to join Great Qin. 413 414
Great Qin Leisure Entertainment City
Following the other emperors’ efforts to establish amusement parks, Ying Zheng announces the opening of the Great Qin Leisure Entertainment City. He distinguishes it from an amusement park and offers the public free entertainment and dining services. 170
Wei, Jin, Northern, and Southern Dynasties Expedition
After Yue Ying is sent to the Wei, Jin, Northern, and Southern Dynasties era, Ying Zheng joins Liu Che, Li Shimin, and Zhu Yuanzhang in planning to follow her there. The four emperors intend to use the journey for conquest and to correct history. 502
