The Zeno Outer Realm had been opened up by Dragon God Zalama 12.6 billion years ago. Suppressed by Dragon God Zalama's immense divine power, its spatial level far surpassed the lower realm's secondary universes, and compared to the Zeno Inner Realm, it maintained a singularity in space, unlike the Inner Realm, which had split into several parallel worlds.

Because of this uniquely blessed independence, life from the lower realm needed the strength to break through a universe if they wanted to enter the Outer Realm—in other words, the power of the Third-Level Sequence.

Sephiria, Emma, and the others clearly did not possess that kind of strength, so even if they wanted to enter the Zeno Outer Realm, they were not qualified right now.
