Background / History

Chikan Bay is a densely built urban district where a small number of high-rises stand among Tang-style buildings of differing ages and heights. Its streets are lined with signs, businesses, and tightly packed traffic. 188

Before Lu Bai's arrival, the district was defined by open criminal activity, frequent street violence, illegal businesses, and a culture in which residents treated public killings as routine. Identification was unnecessary for lodging or shopping so long as one had money. 190

The Dao Master was once the closest figure to unifying Chikan Bay, having conquered the district alone. He did not seek direct rule, however, allowing its disorder to continue while remaining its uncrowned king; even rival factions avoided causing trouble in Dao Sect territory. 190

The district's balance later fractured as the Dao Sect came under attack, All Villains rose by absorbing smaller organizations, and Lu Bai defeated several major-faction leaders. After Lu Bai killed Jin Family Gang leader Hei Jinbao, the remaining major forces acknowledged him as Chikan Bay's new leader. 214 228

Appearance

Chikan Bay combines dense modern development with older traditional architecture, creating a crowded cityscape that appears both commercial and worn-down. 188

Major Arcs

Lu Bai's Arrival

After escaping prison, Lu Bai deliberately sought a remote and chaotic neighborhood where he could avoid detection. A shop owner directed him to Chikan Bay, warning that it was chaotic and largely ignored by police. 188

Lu Bai initially kept a low profile, obtained money from a would-be robber, and stayed at the Changlai Hotel. From there, he witnessed repeated public violence, including an execution by a gang. 190

Rise of All Villains

Lu Bai took control of the White Shark Gang and used it as the basis for All Villains. The new organization absorbed weaker local groups and became strong enough to threaten established powers such as the Miller Family. 201 214

He recruited Xiao Xueyin, Xiao Fengze's Iron Fist Club, Dao Zhengmu, and Dao Long, building All Villains around multiple Grandmaster Martial Artists and expanding into Peace Lane. 217 220

Unification Under Lu Bai

The established major powers moved to suppress All Villains before it could disrupt their balance. Lu Bai responded by challenging their leaders, defeating Lou Yunyi and killing Hei Jinbao. 224 227 228

Following Hei Jinbao's death, Arid Tiger Hall, Thirteen Yao's faction, Noah Zorro's group, and the Crow Commander accepted Lu Bai's authority. 228

Conflicts with Weidao High School and the Prison Guards

As Chikan Bay's recognized leader, Lu Bai represented the district against Weidao High School. Local factions rallied around the Nanxing Association during Weidao's incursion, while Lu Bai delegated fights to Chikan Bay's veteran Grandmasters. 231 232 235

The Special Military Operations Unit then launched a purge of Chikan Bay, deploying armored vehicles, fully armed Prison Guards, and several Section Chiefs. The operation targeted a district reported to contain more than ten Grandmaster Martial Artists and innumerable lower-level martial artists. 235

The district became a battlefield as prison guards, local factions, and trapped Deathmatch Participants fought across its streets, rooftops, shops, and alleys. 238

Temporary Order

After Warden Xiong Pi was neutralized and the conflict subsided, shops gradually reopened. Lu Bai's influence caused the major factions to become noticeably more law-abiding, with some even taking action against local criminals to avoid provoking him. 252 258

By this point, Lu Bai was Chikan Bay's nominal boss, operating from Noah Tower and directing Dao Long's business activities. 258
