Cityscape

Willow City was originally divided between a poor, densely contested Outer City and a wealthier Inner City separated by walls. Li Xiao later ordered the Inner City wall dismantled, physically merging the districts into a single city. 19 296 324

• Outer City — Its gray-blue brick-and-stone walls were badly peeled away, exposing compacted earth. Street corners held rotting firewood, broken pottery, and scavenging wild dogs; its sparse stalls sold wilted vegetables and crude tools. 19

History

Growing instability

When Li Xiao first entered Willow City, the Outer City was visibly impoverished and neglected, in stark contrast to the privileged Inner City. 19 110 Conflict among the Golden Sand Gang, Wild Dog Gang, martial arts halls, inner-city families, and the County Office steadily intensified as refugees and bandits placed further pressure on the region. 110 143 177

Zhu He used the worsening disorder to expand the county soldiers and build personal control over the city. At the same time, the Yellow Robe Cult and Black Wind Stronghold formed a temporary alliance to exploit the Outer City's instability, while the major martial arts halls held a joint tournament amid the growing tensions. 110 143 144

The Black Wind Stronghold trap

Zhu He publicly called for Willow City's families and martial arts halls to unite in a commandery-approved campaign against Black Wind Stronghold. He offered participants a share of the spoils and the stronghold's territory. 233

The campaign was actually designed to eliminate the elite fighters of Willow City's independent factions. After Black Wind Stronghold was burned, disciples of Qingshi Martial Arts School and yamen personnel massacred martial-arts-hall and clan elites who had joined the expedition. 276

While the city was left vulnerable, Qian Li and the Yellow Robe Cult Master advanced on the North Gate with their forces. 253 254 Li Xiao uncovered that Feng Fu, patriarch of the Feng Family, had secretly been acting as the Yellow Robe Cult Master; he killed Feng Fu and Feng Yuxiang at the North City Gate. 268

Li Xiao's takeover

Li Xiao united the remaining martial arts halls and gangs against Zhu He and Shi Gandang, intercepting them after the destruction of Black Wind Stronghold. 276 Following Zhu He's execution and the fall of the Zhu Family, Li Xiao became the dominant power in Willow City and placed its principal fighting forces under his influence. 282

On returning to the city, he promised compensation for battle losses, prioritized aid for the families of the dead, and ordered the Feng Family estate searched. The search uncovered a secret dungeon containing imprisoned women. 283

Reforms and consolidation

Li Xiao dismantled the Inner City wall to end the city's formal physical division. The change weakened the old separation between noble families and Outer City forces, while making the County Office the necessary mediator of new conflicts over land, shops, water, and public security. 295 296 324

He recruited capable people into the County Office regardless of background, strengthened gate discipline, and gained official recognition from the commandery. 302 311 313 Li Xiao also eliminated Tu Gang after the Wild Dog Gang leader openly resisted arrest, removing a major threat to the new order. 330

Later developments

After Qian Li's death, the Iron Wire Fist Martial Arts School passed to Wu Tieshan and Zhao Hu with support from the Wang Family and County Office. 327 By the time Li Xiao prepared to depart, Willow City had entered a comparatively calm period under Wang Jinshan and Hu Feng's protection. 327 333

Li Xiao later returned to find the city gates and streets outwardly unchanged. 554 By then, Willow City also had a Martial Arts School directed by Ma Hong. 562
