The Second Floor Had to Be Built Above the First Floor

"Loyalty! Greetings, Lord Hokage!"

Inside the Hokage's Office, Uchiha Setsuna looked at Uchiha Kazuto, seated before him, with fervent excitement. At last, someone from the Uchiha Clan had become Hokage! It was something even Uchiha Madara hadn't managed to achieve!

To be honest, Uchiha Setsuna had been a little worried before. He feared Uchiha Kazuto had no plans for a Coup, and that after shouting about Loyalty so much, he might really turn into Hiruzen Sarutobi's dog. But now it seemed his worries had been unnecessary.

Like Uchiha Kazuto, such a powerful man, how could a mere mortal like him presume to understand? The truth had proven that as long as he followed Uchiha Kazuto, everything would be fine. Uchiha Kazuto's plans couldn't go wrong.

"Elder Setsuna, take some people and investigate the Sarutobi Clan and the clans of those former advisors. There's no place for them in Konoha anymore!"

Uchiha Kazuto handed Uchiha Setsuna a prepared file of evidence from the desk.

"Yes, Lord Hokage! I'll take care of it right away!"

Uchiha Setsuna answered with an expression of Loyalty, then left the Hokage's Office.

The Sarutobi Clan, the Shimura Clan, and the other two clans were in for a treat.

"Lord Hiruzen! Damn it, that Uchiha Kazuto..."

A member of the Sarutobi Clan stared furiously at the heads hanging in the plaza, his fists clenched tight. He wanted to rush forward, seize Hiruzen Sarutobi's head, and take it home for burial, but he couldn't. One of the Sarutobi Clan members had already tried to grab Hiruzen Sarutobi's head.

That Sarutobi Clan member had been arrested and thrown in jail.

"There he is! Get him!"

Just then, several members of the Military Police Force charged at him, batons in hand.

"You..."

Before he could react, several batons slammed into him, and a terrible pain surged through him.

"Ah!"

He screamed, then fell to the ground.

Thwack! Thwack! Thwack!

Six blows a second battered him until he was terrified out of his wits and nearly unconscious.

In an instant, he was subdued and taken away.

In theory, as shinobi, they had incredible endurance. A beating with a few batons should have been no use against them. Unfortunately, they were all members of Konoha now, and these combat units had powerful abilities specifically designed to work against Konoha's own people.

Before long, all four clans had been raided. Everyone in their households with direct ties to Hiruzen Sarutobi was arrested, taken to the plaza, and beheaded in front of the crowd. Their heads were piled into a Skull Pyramid.

"Not bad at all!"

Uchiha Kazuto looked at the pyramid-shaped Skull Pyramid and smiled. As an ordinary person, a traditionalist, and a good man who'd received a proper compulsory education, he considered piling up a Skull Pyramid, skinning people alive, beheading them, burying them alive, and torturing them to death perfectly normal. They were instincts passed down through his bloodline, after all. He came from a peace-loving country.

Of course, Uchiha Kazuto hadn't slaughtered every last member of those clans. He wasn't Uchiha Itachi, who would go after children and ordinary, helpless people.

"All right, now it's time to proclaim my laws!"

Uchiha Kazuto raised his head to the sky, then disappeared.

Not long afterward, Uchiha Kazuto issued a new set of laws.

Wasn't becoming Hokage the whole point of everything he'd done? Wasn't it so he could put his Dojutsu fully into effect and unleash its power? Otherwise, he'd never have wanted to become Hokage.

People had to eat; stealing was forbidden; as members of Konoha, they must not betray the village or the Hokage; littering was forbidden; defecating in the street and urinating in public were forbidden; running around naked in the streets was forbidden; harming others without cause was forbidden; no one could kill without Lord Hokage's permission; peeping on others while they bathed was forbidden; damaging Lord Hokage's dignity was forbidden; having affairs and committing adultery were forbidden; leaking the village's intelligence without permission was forbidden; faucets had to have water in them.

The second floor had to be built above the first floor; the first floor had to be built below the second floor; tea had to be brewed with water, not urine; people had to close their eyes when sleeping; clapping had to be done with the hands; people had to eat with their mouths; everyone had to breathe every day; unlawful suicide was forbidden; doctors had to know medicine; shinobi had to obey the Hokage; teachers had to know how to teach their students...

One after another, laws that seemed like pointless nonsense were issued. Anyone who broke them would be punished.

The punishments grew increasingly severe, from wailing in despair to spontaneous combustion and finally death.

If someone broke a relatively minor law, like littering, they would wail uncontrollably for a while, until they paid a fine. Otherwise, they would keep crying until they cried themselves to death.

If someone broke a serious law, like killing without Uchiha Kazuto's permission, their body would spontaneously combust, burning them to ash.

These punishments were the power of Uchiha Kazuto's other Dojutsu. He hadn't activated it before; he'd been afraid to. The moment he did, he might alert people, or even let them figure out how his Dojutsu worked, which would have put him at a serious disadvantage.

But now it didn't matter. He had become Konoha's supreme ruler, and he had a loyal group of officers under his command. He no longer needed to worry about any of that.

It might seem that this Dojutsu consumed ocular power when imposing punishments, but once the punishment ended and the wrongful behavior was corrected, all the ocular power it had consumed would be restored—and then some.

It would also help his other Dojutsu function better.

After all, illegal behavior affected the operation of his other Dojutsu and reduced the ocular power he could obtain. If no one obeyed the laws he established, he wouldn't receive any ocular power at all.

The two Dojutsu complemented each other.

And although Uchiha Kazuto's laws looked like pointless nonsense, his Dojutsu had no restrictions. As long as a rule governed behavior and he had enough ocular power, he could establish ten thousand laws. There were no limits.

So these laws weren't actually pointless. For example, if a law cost five units of ocular power per day to maintain, then as long as it generated more than six units of ocular power while in effect, it was useful and worth establishing.
