"What kind of laws are these?!"
After learning of the laws Uchiha Kazuto had enacted, the villagers of Konoha buzzed with discussion. Soon, some realized these laws wouldn't affect their daily lives at all—in fact, many of them seemed like nonsense in their eyes.
What did it mean that a second floor had to be built on top of a first floor? Wasn't that common sense? Was there even a second floor that wasn't built on top of a first floor?
As for the rule against littering, that actually seemed like a proper law. Now, trash bins had appeared all over Konoha's streets. At the same time, Uchiha Kazuto ordered the establishment of Konoha's first Sanitation Bureau, dedicated entirely to managing the village's cleanliness.
Regardless, under Uchiha Kazuto's governance, Konoha began to function, and the villagers' lives started improving.
Then, the problem arose.
"Shinobi—I possess such immense power—why should I work for a bunch of ordinary people? Fighting tooth and nail, all for a bit of money?"
Uchiha Kazuto frowned. Before, he wouldn't have cared about such things, but now he was the Hokage. As an ordinary person himself, he had no intention of slaving away for a bunch of commoners. What nonsense was the Daimyo? A bunch of useless trash.
And though Konoha was large, it wasn't large enough to satisfy him. How could he be content with just this?
Ruling Konoha alone wasn't enough. He wanted to rule the entire Land of Fire, to become its supreme leader.
Why did shinobi and hidden villages fight? Why did they launch Shinobi World Wars? Was it for national glory? For more territory? For money—like defeating an enemy to force reparations and extract greater benefits?
No!
Shinobi didn't wage world wars for those lofty goals. They fought for more mission shares. That's right—they killed and bled, brains splattering, just to be better dogs for the nobles and the rich, to earn more chances to serve as dogs.
They represented different countries and different villages, opposing each other, killing and dying, brains spilled everywhere—and then what?
The Daimyos gathered together, sipping tea and chatting, looking all peaceful and refined.
Uchiha Kazuto had no intention of continuing to be a shinobi, selling his life to these so-called Daimyos and nobles. What Daimyo? What nobles? Want me to fight for you? First, ask my kunai if it's sharp enough!
He understood that the larger the population under his command, the more power feedback he received. This could be seen as taxation. A country with hundreds of millions or billions of people, even if mismanaged, would generate infinitely more tax revenue than one with only a few hundred thousand.
A mere Konoha meant he wasn't short on dojutsu power for now. But what about the entire Land of Fire?
He hadn't forgotten—this world had aliens too!
Although his dojutsu wasn't particularly impressive, lacking any offensive power, he could set up different units and grant them various traits. He could even consume a massive amount of dojutsu power to create a powerful force where every member surpassed Jonin.
He could also use dojutsu power to create different departments.
Now, he planned to establish a research department dedicated to studying various Kekkei Genkai and how to strengthen his own life form.
For this research department, he didn't even need to find geniuses.
He just needed to configure it.
Members of the research department must be absolutely loyal to Uchiha Kazuto. While serving as researchers, their memory would reach the level of never forgetting anything they saw. Their comprehension, insight, and intelligence would be greatly enhanced. They would gain a constant stream of inspiration, needing no sleep or food, able to conduct research and science around the clock.
"Hmm, this department shall be called the Research Department! The future of the ninja world is in your hands!"
Uchiha Kazuto set up this department and began ordering people to recruit researchers.
However, although anyone recruited into these departments—even an ordinary person—could be enhanced into a genius, this wasn't without limits. The lower a person's intelligence, the higher the monthly maintenance cost. The better a person's inherent hardware, the less dojutsu power was consumed for enhancement. This transformation was more like converting that dojutsu power into a special force, inflating a person like a balloon to forcibly elevate them, without causing permanent effects.
For example, if Uchiha Kazuto recruited an idiot into the Research Department, under the department's boost, that idiot would become a genius. But once kicked out, they would revert to being an idiot.
This was precisely why Uchiha Kazuto wanted to create the Research Department. He had to use the power of science to permanently strengthen himself.
After all, he was still an ordinary person who would die of old age. Sure, he could set up a department where its members gained immortality, and by consuming a huge amount of dojutsu power to activate that setting, he could indeed become immortal.
But if some accident happened and the power supply broke, he would drop dead on the spot.
Temporary enhancements were, in the end, only temporary.
"Lord Hokage!!!"
Uchiha Shisui's face was filled with grief. He knelt on the ground, staring at the top of the skull pyramid in the square, where Hiruzen Sarutobi's head was placed. How could this be? Lord Hokage, how did you die!
Hiruzen Sarutobi's head was missing both eyes.
Uchiha Shisui touched his own eyes. Not long ago, he had been resting in the clan compound when a clansman took him to the hospital, saying they had found a pair of eyes for him. At the time, he had been overjoyed—he could see again! He had been grateful, wondering whose eyes these were, planning to thank them later.
So these eyes were Hiruzen Sarutobi's!
Why, why had Lord Hokage been beheaded and killed!
And by Uchiha Kazuto, no less. That was impossible. Uchiha Kazuto was so loyal—how could he have cut off Hiruzen Sarutobi's head?
And now Uchiha Kazuto had become the new Hokage.
"Uchiha Kazuto... Kotoamatsukami... Could it be..."
Uchiha Shisui suddenly looked up, shock in his eyes. Could it be that the eye wasn't destroyed at all, but was taken by Uchiha Kazuto, used to influence Lord Hokage's decisions, ultimately leading to a coup?
No, this was wrong!
Uchiha Kazuto, you can't do this!
Uchiha Shisui immediately ran toward the Hokage's Office. He had to correct this mistake—even avenge Lord Hokage!
