History

Bai Lang is a transmigrated individual who begins in Gotham as a junior police officer. He awakens a blue panel that tracks abilities and grants Ability Points for influencing the world. After investigating Red Rose Bar boss Kevin, he is targeted by gangsters and discovers that Deputy Sheriff Mark is collaborating with the criminal underworld. Bai Lang kills both Kevin and Mark after exposing Mark's abuse and murder of Officer Andy. 1 3

Aware that his police identity would leave him vulnerable, Bai Lang adopts Batman's appearance and begins operating as a violent “other Batman.” His attacks on gangsters, Bane's organization, the Joker, and Deathstroke rapidly make him a public figure and bring him into conflict with the real Batman, Bruce Wayne. Gordon later appoints him to lead a team in Crime Alley under a three-year probationary term. 2 7 15 18 21

As his power grows, Bai Lang builds the White Dream Organization from former Night Raven gang members and other lower-class Gotham residents. He provides legitimate work, food, education, and support for controlled nuclear fusion research, while using his wealth and influence to aid homeless people. He ultimately concludes that Gotham's old order must be destroyed before a new order can be created, renaming Gotham as White Dream City and pursuing independence from America. 59 64 75 85

Bai Lang is pragmatic, ambitious, and intensely focused on becoming stronger. Early in Gotham, he recognizes that overconfidence can be fatal after Deathstroke's electromagnetic weapon disables his power and leaves him critically wounded. 21 22

He has genuine sympathy for Gotham's poor and seeks to give them work, food, safety, and a future through White Dream. His stated dream is to improve the lives of the lower class rather than merely preserve Gotham's corrupt status quo. 54 59

However, Bai Lang's justice is punitive and absolute. He believes wrongdoing must be repaid and accepts that he himself should be punished if someone is capable of doing so.
