Background / History
Zephyr belonged to the generation that supported the Navy against Roger and the powerful pirates emerging after the Rocks Pirates’ downfall. Sengoku and Zephyr were its two official Admirals, while Garp supplied comparable combat strength without holding that rank. Zephyr and Garp became feared for reaching the pinnacle through their fists rather than Devil Fruit abilities 139.
His reputation rested on capturing countless pirates without personally killing an enemy. This did not mean his prisoners escaped severe consequences: captured pirates could be imprisoned in the Deep Sea Prison or sentenced to death 75.
The murder of his wife and son left him with lasting grief and regret over his inability to avenge them. A later attack on his Navy training ship killed many recruits and cost him his right arm; Ain and Binz survived and remained at his side. Personality
Zephyr is stern, direct, and impatient with evasiveness. He asks Aleus to dispense with small talk and readily sees through his students’ attempts to conceal their concerns. Despite his seniority, he does not demand special treatment and is content to eat the same food as ordinary Marines 73 74 104.
His justice centers on protecting civilians rather than allegiance to an institution. He reassures Isca that leaving the Navy does not prevent her from upholding justice, and condemns Dolo’s attacks on innocent people. Even while seeking revenge against Weevil, he deliberately draws their battle away from the village 74 139.
His non-killing principle does not entail chivalry toward pirates: he exploits injuries and uses whatever methods are necessary to disable opponents. Nevertheless, revenge tests that principle. Upon learning that his students’ killer has been found, he openly declares his intention to kill him, dismissing his own celebrated title as hollow 134 141.

Formation of the Pirate Guerillas
Aleus proposes a mobile pirate-hunting force to weaken New World pirates and restore the Navy’s presence. Zephyr immediately agrees, recognizing that the arrangement also protects Aleus’s shipping network. With Sengoku’s authorization, he recruits the force, conducts a brief integration period, and crosses the Red Line into the New World 74 75.
