Dragon founded the Revolutionary Army less than twenty years ago. His prestige is absolute, but he does not govern as a dictator: major decisions are discussed with senior members, with Dragon personally resolving only irreconcilable disputes. History
Dragon established the Revolutionary Army within the previous two decades, building it into an organization the World Government considers more dangerous than the combined Four Emperors. Its threat lies not only in military power, but in its ability to encourage oppressed populations to challenge the ruling class itself. 46 98 131
On Fish-Man Island, Dragon attempted to recruit Ekmondo Crown Prince Aleus, whose hostility toward the Celestial Dragons suggested shared interests. Aleus refused membership but accepted a commercial relationship, allowing the Army to purchase supplies through Ekmondo's rebuilt shipping network. 84 85
Reiz Max subsequently negotiated the first major Ekmondo transaction. The Army obtained grain, firearms, ammunition, medical supplies, Artificial Giant Dragons, and H2S poison gas, initially purchasing small batches of the experimental weapons for field testing. The month-long transfer strengthened operations in the North Blue, West Blue, and Paradise, including support for the overthrow of a World Government-affiliated nation in the West Blue. 97 98 99
Following the World Conference, fifty kings endorsed a broader crackdown that required World Government-affiliated nations to assist in suppressing the Army. The Army later launched a major operation to rescue Nico Robin from Admiral Sakazuki's fleet. Sabo infiltrated the flagship, Dragon created a storm to support the attack, and submarines and Giant Dragons struck the Navy during the resulting chaos.
