Background / History

The World Government was founded eight hundred years ago when twenty kings united, seized the world’s only continent, and established their headquarters at Mary Geoise on the Red Line. Nineteen royal families relocated there; their descendants became the Celestial Dragons, who call themselves the “descendants of the creators.” 63

It governs more than 170 member nations and controls the Red Line Continent. Its centuries of expansion produced an enormous, bureaucratic apparatus with numerous specialized offices and bureaus. 38

The organization preserves its rule through overwhelming military force, historical suppression, and control of member states. Attempts to resist Celestial Dragon rule have repeatedly emerged over eight centuries, but were defeated by the Holy Land rather than the Navy alone. 38 143

Mary Geoise

Mary Geoise is the Government’s nerve center and the Celestial Dragons’ residence. Its center is reserved for Celestial Dragons, servants, and slaves, while officials occupy the outer ring beyond its gardens and artificial forests. 63 66

Despite its outward beauty and “Holy Land” status, it is depicted as a society sustained by decadence, slavery, and the authority of the Celestial Dragons. 63 134

World Conference

The World Conference is held at Mary Geoise once every four years. Fifty member nations participate at a time, while the Government’s more than 170 affiliated nations rotate through limited seats; some influential kingdoms maintain effectively permanent representation. 113

Centralization of Power

For eight hundred years, the Government has followed a policy of strengthening the center and weakening affiliated nations. It refuses to allow its advanced technologies to fall under the control of kingdoms beneath the Holy Land. 99

Contraband and Economic Enforcement

The World Government declared Dancing Powder contraband after its rain-inducing effects contributed to droughts and wars between neighboring kingdoms. 150

Its intervention was driven in part by the resulting disruption to Heavenly Tribute payments: widespread war left member nations unable to pay, and some were destroyed entirely. 150

Shichibukai System

The Shichibukai system was established by the World Government to use powerful pirates as a stabilizing force during the Great Pirate Era. It grants its holders a form of legal protection and latitude in exchange for cooperation. 143 150

Aleus’s Appointment

The Government summons Aleus and Jinbe to Mary Geoise, where the Five Elders negotiate Aleus’s entry into the Shichibukai. They accept after Aleus proves his strength, task him with investigating the Revolutionary Army, and make him responsible for Jinbe after Jinbe relinquishes his own title. 62 64

Expansion of Government Pressure

After Aleus begins covert dealings with the Revolutionary Army and acquires World Government research through Caesar Clown, the Government’s response remains indirect: it intensifies pressure on the Revolutionary Army rather than openly confronting Ekmondo Kingdom. 91 112

The World Conference subsequently authorizes broader action against the Revolutionary Army, obligating member nations to assist the crackdown. 131

Conflict over Nico Robin

The Government seeks Nico Robin because of her connection to Poneglyph knowledge. During the contest over her custody, Aleus negotiates directly with Sengoku and uses Robin as leverage to demand Devil Fruits and Devil Fruit weapon technology. 153 154

Breakdown with Aleus

The Five Elders later order Aleus to apprehend Monkey D. Dragon and threaten to revoke his Shichibukai title. Aleus refuses to submit, judging the title no longer worth the restriction and openly moving toward opposition to the Government. 208 218

Whitebeard Operation

Under Im’s orders, the Five Elders direct the Navy to annihilate the Whitebeard Pirates. The Government also suppresses public reporting of Ace’s capture while preparing a major announcement. 194 228
