The desire to bully is rising

It's normal that Danzo was successfully fooled by Obito.

In the real world, Danzo had repeatedly suggested that the Third Hokage hand over Naruto, the Nine-Tails Jinchuriki, to him, so that he could train and nurture Naruto in the same way he would train Weapons.
