The Safety That Had Never Existed

As everyone knows, there is actually a hidden "God of Heaven's Will" in the Shinobi World.

In layman's terms, it's destiny that determines everything.

This allows beings like the Great Toad Sage to see certain key moments and thus make certain prophecies.

In the early days, and during the Shippuden era, "Heaven's Will's Will" remained unassuming, and the Shinobi World as a whole still adhered to logic.

By the time of Boruto, after the arrival of the Otsutsuki Clan, the influence of "Lord of Heaven's Will" began to permeate the entire Shinobi World.

The Uchiha and the Ōtsutsuki elbow strike were all examples of the parties involved being Heaven's Will Corrosion.

The process becomes less and less important; no matter what, it will lead to that result, causing the entire plot to become like a strange tale of rules.

Then there's the voice. Kimimaro's voice is exactly the same as Minato Namikaze's, which caused Naruto to have a series of misunderstandings.
