The higher-civilization circle consisted of a small number of Fourth Level Civilizations and all Fifth Level Civilizations.

Only Fourth Level Civilizations that had truly come into contact with Fifth Level Civilizations, reached the peak of Level 4 technology, and begun seeking ways to break through to Level 5 could be considered part of this circle.

After taking in all the Sabi people's vassal civilizations, the Science Truth Club's influence now extended across the entire galaxy.

The Club had only three true members: Earth, Amun, and Xivi.

However, as many as 874 civilizations followed them from the outside unilaterally.

Together, they formed the higher-civilization circle.

In other words, aside from the transcendent galactic core, the Science Truth Club could represent the entire galaxy.

And its undisputed overlord was Earth.
