Background

Tsunade is the granddaughter of Hashirama Senju and inherited both his political standing and his connection to Konoha. Her reputation as one of the Legendary Sannin, together with her status as the Land of Fire's princess, made her the obvious candidate to succeed Hiruzen Sarutobi after his death.
