History

Founding

The Earth Federation was established shortly after the dissolution of the Soviet Union. It initially united the five permanent members and dozens of subordinate states; further countries joined as the Federation's influence expanded. This first period of global integration quickly gave way to renewed rivalry among the continental zones. 249

Zhao Shanhe later identified himself as the Federation's founder and stated that he had led humanity's first Great Unity. However, the founder's name, nationality, family background, and personal history were removed from accessible records, leaving the Federation itself as the principal evidence of his existence. 418 488

Adam and the hidden mandate

The Federation's continued existence depends heavily on Adam, a quantum computer housed within the heavily guarded Federation Quantum Laboratory in Yellowstone Park. Adam predicts calamities threatening human civilization; its origin and construction are beyond contemporary human technology, making it impossible to repair through normal means. 417 472

The Federation's concealed purpose is not merely political unity. Its highest officials understand that Adam and the United Front Work Department were created to identify and counter anomalous events, extraterrestrial threats, and other disasters capable of extinguishing human civilization. 486 490

During the fusion-virus crisis, Adam eventually declared that humanity no longer faced an extinction-level threat. Federation officials nevertheless concluded that its predictive ability appeared to be weakening. 551

Conflict and accommodation with Black Light Technology

The Federation initially regarded Black Light Technology's private armed forces, expansion in Namibia, resource acquisition, and technological monopoly as destabilizing threats. Its biotechnology was assessed as more than fifty years ahead of the Federation's level, but its willingness to sell technologies to other zones prevented an immediate crackdown. 487

After the Weeping Angel incident, Chen Chen negotiated with the leaders of the four strongest continental zones. The resulting agreement established the Black Light Foundation as a legal armed body empowered to operate worldwide against civilization-level threats, while formally prohibiting it from interfering in continental internal affairs or conducting warfare. 490 491

By the time Black Light Technology established a permanent Mars colony, the Federation could no longer reliably coerce or sanction it. The two powers remained formally cooperative while competing in aerospace development, Martian colonization, orbital infrastructure, and control over humanity's future expansion. 583 605 616

Government and Institutions

Continental zones

The Federation is represented through continental zones. The North American Zone, Central Continent Region, North Sea Continent, and European Region are its four strongest blocs and dominate its most consequential decisions. Other zones retain representation despite some existing largely in name. 486 487

The Earth Federation Grand Assembly can authorize emergency use of the Quantum God system through agreement among its authorized regional representatives. 427

United Front Work Department

The Earth Federation United Front Work Department is a highly classified centralized department with no branches in the continental zones. Its existence is unknown to nearly the entire public and is disclosed only to core political figures. 486

The department's first confirmed civilization-threatening anomalous event involved a visual meme that transformed humans into hostile Weeping Angel statues. The Quantum Laboratory incident killed much of the laboratory's staff, including Shield Bearers and researchers. 486 488

Federation Quantum Laboratory

The Federation Quantum Laboratory is located in a remote, guarded region of Yellowstone Park and contains Adam. The laboratory is protected by secret military installations and severe access controls. 472 487

Its Shield Bearers serve in connection with Adam and the laboratory's crisis-response system. A major purge followed the Murphy incident, during which roughly two-thirds of Shield Bearers were suspended and replaced by personnel trusted by their respective zones. 417

Federal Bureau of Investigation

The Federal Bureau of Investigation functions as an internal security body, in contrast to the United Front Work Department's external focus. It was involved in the North American seizure and transport of anomalous statues recovered in Los Angeles. 249 486

Later, the Federation's Superpower Investigation Department, nominally under the Federal Bureau of Investigation, became one of the public forces used to apprehend uncontrolled psionics users. Its day-to-day work is managed locally rather than directly by the Federation. 602

Anomalous Events and Crisis Response

• The Federation ordered a mandatory North American search for statues displaying abnormal phenomena after encountering objects identical to the statues discovered in Elysium. 249
