After hearing Hiruzen Sarutobi's report on the Uchiha Clan's reaction to the Konoha Record of Awakening, Tobirama Senju began to look troubled. The Uchiha Clan was powerful, but it had always been arrogant and unruly.
In Tobirama Senju's eyes, a conceited clan like that was hardly a formidable opponent in Konoha. It merely had Uchiha Makoto backing it.
In fact, Tobirama Senju had long since worked out how to deal with the Uchiha Clan.

On one hand, he would use the damning public narrative of the Konoha Record of Awakening as bait, deliberately provoking those hotheaded young Uchiha in public. If he could make them lose their tempers and show their vicious, violent side in front of the entire village—by smashing up a bookstore or injuring Konoha villagers in public, for instance—the Uchiha Clan would effectively brand itself with the label of "naturally evil" described in the book.
On the other hand, Tobirama Senju intended to use Kagami Uchiha and his position within the clan to gradually win over those Uchiha who, like Kagami, were mild-mannered, obedient, and eager to fit into the village. Then he would turn around and use his authority as Hokage to isolate the clan's stubborn, bad-tempered troublemakers.
Over time, the Uchiha Clan would inevitably split into two irreconcilable factions: the Uchiha who depended on him, and the evil Uchiha everyone despised.
By then, the Uchiha Clan would no longer pose much of a threat within Konoha.
What Tobirama Senju hadn't expected was that Uchiha Makoto, that naturally evil Uchiha brat, had quietly brought the entire Uchiha Clan firmly under his control so quickly!
