Background and History

Founding and early expansion

Konoha emerged from the alliance between the Senju and Uchiha clans, ending their long-standing open conflict and establishing a new model beyond temporary clan alliances. Its formation prompted major and minor ninja clans to reconsider their survival in the new Ninja Village era. 23

The village attracted prominent clans including the Hyuga and Ino–Shika–Cho, whose relocations began as Konoha consolidated its population and power. Tobirama Senju managed much of this process while Hashirama's attention was elsewhere. 28 43

The alliance did not completely resolve the founding clans' accumulated grievances. Many older Senju and Uchiha accepted peaceful coexistence without forgetting relatives and comrades killed during the Warring States Period, leaving longstanding hostility beneath the village's formal unity. 191

One Country, Two Villages

Konoha and Akatsuki Ninja Village formally recognized one another within the Land of Fire under a “one country, two villages” arrangement. The villages agreed to jointly protect the country and uphold the Daimyo's rule while operating a shared mission-dispatch platform. 47

The arrangement gave Konoha seventy percent of mission revenue, while Akatsuki received thirty percent and a promise of Konoha military assistance if needed. 47

Internal unrest and reform

Konoha's delayed intervention in the Akatsuki–Kumogakure conflict sparked public anger. Villagers questioned Senju leadership and compared Konoha unfavorably with Akatsuki, prompting Tobirama to deploy Anbu against unrest and impose ideological re-education on detained protesters. 100 103

Tobirama later apologized publicly, released the imprisoned villagers, and proposed a Security Department as a long-term measure for maintaining order. 108

The delay reflected Tobirama's strategy of allowing Akatsuki and Kumogakure to exhaust each other before Konoha intervened under the banner of mediation. Setsuna Uchiha repeatedly demanded reinforcements and publicized Akatsuki's victories, increasing pressure on the administration. Konoha ultimately dispatched troops to the Land of Lightning after Tobirama's public apology, but its role in the eventual armistice remained limited. 96 97 99 108 126

Konoha's later reforms sought to replicate Akatsuki's prosperity through commercial investment, infrastructure projects, and industrial development. These efforts improved the village's economy but also opened its markets and institutions to Akatsuki capital. 215 221 294

The Uchiha elders initially opposed Tobirama's reforms and used returning exchange students to organize a public lecture on Akatsuki's development. The event was intended to undermine Tobirama, but he used the students' calls for change to argue that responsibility for Konoha's stagnation belonged to its leadership collectively and to advance his reform program. 223 236 240

Hashirama subsequently invited Uchiha Makoto to assist with Konoha's reforms despite Tobirama's objections. Makoto's extended involvement also allowed him to promote younger Uchiha reformists and deepen Akatsuki's influence. The Senju, Uchiha, and Hyuga were among the clans benefiting from the reforms, although opposition to the program persisted. 278 280 298 333

Madara's defection and the Nine-Tails crisis

Madara's departure intensified disputes over the Uchiha Clan's future and the Second succession. Tobirama opposed proposals to bring Madara back as the next Hokage, citing village rules and his defection; Hashirama ultimately rejected the proposal. 353

When the Nine-Tails appeared outside Konoha with Sharingan in its eyes, Root ninja surrounded the Uchiha Clan's grounds. The clan's elders feared a purge, while Makoto advised them to remain in place and avoid further implication. Madara's subsequent battle with Hashirama at the Valley of the End ended in Madara's reported death and left Hashirama gravely wounded. 392 409 429

The crisis produced competing accounts of Konoha's history and legitimacy. Konoha portrayed Madara as a traitor who attacked the village, while Akatsuki promoted an account in which he had been driven out by political persecution and returned to demand justice from Tobirama. Other villages and the Fire Daimyo regarded the dispute as a possible opportunity to weaken the Konoha–Akatsuki alliance. 401 404

Consolidation under the Second

After becoming Hokage, Tobirama secured increased Daimyo funding and tightened control over clan movement. Several clans nevertheless sought Akatsuki residency and protection as a safeguard against Konoha's internal power struggles. 427

Tobirama later suppressed troublesome clans sufficiently to stabilize the village and secretly traveled to the capital. There, he sought official backing for Konoha Record of Awakening, a selectively written account of village history intended to discredit the Uchiha and strengthen his authority. The Daimyo accepted the proposal because of its political usefulness against Akatsuki, despite privately doubting Tobirama's theory about Uchiha mental instability. 460

Akatsuki's later large-scale “public security” campaign against nobles and local magnates placed Konoha under renewed pressure from the Daimyo to restrain Makoto. Tobirama ordered an intelligence investigation but also considered negotiating directly with Makoto for benefits. The campaign subsequently drove even some nobles previously aligned with Akatsuki to offer support and military investment to Konoha. 491 495

Governance and Institutions

• Hokage system

  • Hashirama Senju served as First but often delegated Konoha's daily administration to Tobirama. 28 96
  • Following Hashirama's resignation, Tobirama secured the position of Second through an uncontested vote. 410
  • Tobirama's inauguration involved a delegation to the Land of Fire's capital. Hashirama's attendance was politically important because his absence could reveal his deteriorating physical condition to the Daimyo, Akatsuki, and rival villages. 420

• Anbu and Root

  • Tobirama established and relied on Anbu for intelligence gathering, riot control, and political enforcement. 102 103
  • After Madara's defection, Root and Anbu surveillance expanded to the Uchiha clan and key locations throughout Konoha. 363
  • Root surrounded the Uchiha grounds during the Nine-Tails crisis, restricting the clan at a moment of heightened suspicion. 392
  • Tobirama intended to use new tobacco and alcohol income to expand Anbu and support ninjutsu development. 456
