Background / History

Warring States period

Tobirama fought the Uchiha long before Konoha’s founding and personally ambushed and killed Izuna Uchiha, Madara’s younger brother. The killing became a lasting source of hostility between Tobirama and both Madara and the wider Uchiha Clan. 1 157 237

His distrust of the Uchiha is ideological as well as personal. He considers the Sharingan’s dependence on extreme emotions a danger to village stability and believes powerful Uchiha must be monitored closely. 2

Konoha’s founding and shadow rule

When the Senju and Uchiha formally ended their millennium-long feud, Tobirama opposed the alliance and proposed secretly eliminating the Uchiha Clan to preserve Senju dominance. Hashirama rejected the proposal. 14

Although Hashirama is Konoha’s First, Tobirama assumes responsibility for the village’s daily administration, clan affairs, diplomacy, and long-term planning. His influence among the ninja clans earns him the title of “Shadow Hokage.” 28 70 102 167

He builds a political base through clan alliances, recruitment of disciples, Anbu operations, and influence over smaller ninja forces in the Land of Fire. During a clan meeting over his treatment of villagers, years of preparation allow him to retain overwhelming clan support against Hashirama’s position. 29 107 133

Following that meeting, Tobirama publicly admits mistakes, apologizes to the injured villagers, and proposes a Security Department to improve village management. The imprisoned villagers are released, and Konoha formally dispatches troops to the Land of Lightning battlefield. His handling of the aftermath preserves both his political position and Hashirama’s trust. 108

Struggle with Akatsuki Ninja Village

Tobirama repeatedly clashes with Uchiha Makoto over Konoha’s mission system, economic development, relations with the Land of Fire, and the Uchiha Clan’s growing influence. His attempt to delay Konoha’s intervention in the Kumogakure–Akatsuki conflict backfires when Akatsuki wins quickly, damaging Konoha’s position. 46 97 167

After being defeated by Makoto in a confined battle, Tobirama acknowledges that Makoto is likely stronger and accelerates his forbidden-jutsu research. 185

Despite their rivalry, Tobirama assists Makoto during the mediation of the Iwagakure–Kirigakure dispute. Reform, consolidation, and succession

Tobirama adopts parts of Akatsuki Ninja Village’s development model and pushes a revised Konoha reform plan through the village’s leadership. His reforms improve Konoha’s economy, creating jobs, consumption, and investment, but he remains unable to match Akatsuki’s broader development. 288 334

The reforms also increase Konoha’s dependence on Akatsuki’s capital and industrial management. Tobirama recognizes that this dependence gives Makoto opportunities to interfere in village affairs, but accepts it because he urgently needs economic results. He places his own people in key management positions while copying Akatsuki’s administrative experience. 334

He cultivates loyal subordinates in key administrative, intelligence, defense, and Anbu positions to counterbalance Konoha’s established clans. 427

To obtain the Uchiha Clan’s cooperation with his succession, Tobirama agrees to train Kagami Uchiha as a potential Third, conditional on Kagami proving his ability and upholding the Will of Fire. He swears an oath before the Naka River, invoking the Sage of Six Paths and the Senju ancestors, promising not to rule arbitrarily or suppress the Uchiha Clan. 390

After Madara’s attack on Konoha leaves Hashirama gravely wounded, Tobirama urges his brother to resign. Hashirama agrees but makes protection of the remaining Uchiha Clan a nonnegotiable condition, forbidding baseless purges or suppression in retaliation for Madara’s actions. Tobirama gives his guarantee. 408 410

After Hashirama resigns, Tobirama accepts the nomination for Hokage and secures the office without opposition. He becomes Konoha’s Second. 410 414

The succession vote passes with no opposing votes, although the Uchiha Clan abstains. The Land of Fire’s Feudal Lord officially recognizes Tobirama and requests that his inauguration take place in the capital with representatives from other ninja villages present. 411 412

Inauguration and early Hokage tenure

Before the ceremony, Tobirama negotiates with Makoto to preserve the Uchiha Clan’s position in Konoha and halt hostile rumors in exchange for Makoto’s cooperation at the inauguration. Although they reach a fragile compromise, Tobirama objects to Makoto’s intention to use the gathering against the Land of Fire’s Feudal Lord. 417

Tobirama leads Konoha’s delegation to the capital and warns its members against independent action. After Makoto humiliates the Feudal Lord at a welcoming banquet, Tobirama privately offers Konoha’s assistance against Akatsuki and secures increased funding. His inauguration proceeds as an exceptionally grand ceremony, during which he pledges to protect the Land of Fire and uphold order in the Ninja World. 420 424 427 428

More than a month into his tenure, Tobirama continues to face heavy administrative demands, unsuccessful Hashirama Cells experiments, and concern over Makoto’s aggressive acquisition of tobacco and liquor businesses. An injured noble’s complaint about Konoha’s public security introduces another immediate problem for his administration. 429

Personality

Tobirama is intensely pragmatic, suspicious, and protective of Konoha’s interests. He views peace as something maintained through strength, deterrence, intelligence, and institutional control rather than goodwill alone. His anger at Hashirama’s release of an assassin reflects his belief that leniency invites further threats against Konoha. 131

He is politically calculating and willing to use manipulation, surveillance, intimidation, and covert operations to secure his goals. He nevertheless considers his actions necessary for Konoha’s survival and stability. 167 295 390

He anticipates that Hashirama would strongly object if he learned of the experiments, but considers the pursuit of extraordinary power necessary to counter the Uchiha.
