History
Border town and isolation
Before Luxanna's arrival, Freljord was a poor, strategically important pass city in Demacia's northwestern frontier. The northern mountain range sheltered much of Demacia from Frostport's cold currents, but Freljord stood in a gap within that range, exposed to winter winds and raids from northern tribes. Water scarcity, difficult transport, and a population heavily committed to military service constrained production. 375
The city had gone nearly two centuries without a lord. Apart from cooperating with Demacia's Third Legion against northern raiders, it functioned almost as an independent kingdom. Its residents placed little value on outside nobility, while local guilds became essential social institutions for survival and trade. 457 458
Luxanna's reforms
Luxanna became Lord of Freljord at the beginning of the Freljord Calendar. Her early measures included public investigations, punishment of tax farmers, a tax-exemption pledge, construction of an artificial lake, and the formal founding of the Hextech organization. 597
She sought to replace Freljord's reliance on foraging, mining, and hunting with organized production, infrastructure, education, and trade. Her administration also accepted immigrants willing to follow Freljord's laws, regardless of whether they came from Freljord or Demacia. 539 760

Geography and Climate
- Freljord occupies a gap in a mountain spur that runs roughly parallel to the Sea of Conquest coast, making it both a defensive pass and a target of cold northern winds. 375
- It is a high-latitude, high-altitude region with low population density and abundant wildlife, supporting a major fur trade. 454
- Snowmelt does not provide stable hydraulic power: inadequate water storage and severe winter temperatures instead produce spring glaciers and ice jams. 454
- Summers are dry and cool, but they are also the busiest season of the year. Hunting and gathering during the three summer months account for roughly two-thirds of many residents' annual income. 508
- Freljord City is the eastern gateway to the Lakstak Plains and an important route between central and eastern Freljord. 892
Governance and Society
Guild rule and functionaries
Freljord's early economy was organized around guilds. The Herbalist Guild, Merchant Guild, Mining Association, and Hunter's Guild originally maintained much of the city's order. Under Luxanna, the first three aligned with her administration, while the Hunter's Guild retained limited authority over hunting affairs. 505
As the city expanded, functionaries replaced guilds as the practical leaders of most industries. They represented both government policy and the technical and financial capacity needed for industries to operate. 691

Magic policy
Luxanna incorporated mages into Freljordian society through Hextech rather than treating magic as a criminal condition. Hextech members received formal instruction and were expected to use magic cautiously, particularly in construction and public works. 597 600
A magical outbreak in Freljord City revealed the young mage Lova, who became Hextech's first new member not drawn from imprisonment. 512
Economy and Infrastructure
Trade and local products
Before Luxanna's reforms, caravan guilds bought local specialties in spring for resale in the Demacian Imperial Capital, then imported grain from southeastern cities before winter. Food imports remained necessary because Freljord's local resources could not reliably feed its population. 454 457
Major early specialties included:
- Spice plants — Ling Jiang, Fuwu grass, and Cassidoro flower had a growing trade volume. 454
- Ochre Blue Stone — an ice-element-infused mineral used to produce high-quality civilian blue dye. 454
- Furs — supported by the region's large wild-animal population; later developed into a branded luxury industry. 454 890
- Animal products and aquatic goods — later exchanged with neighboring northern territories for grain, dairy products, and meat. 606
Freljord initially lacked labor and processing capacity for Ochre Blue Stone, forcing it to surrender much of the dye industry's profit to Seka Town. Immigrant labor later allowed Velo Village to regain ore washing, crushing, grinding, and processing work. 454 539
Northern Trade
Freljord pursued an explicitly inclusive trade policy: groups willing to obey Northern Territory laws could join, while the government opposed solving regional problems through war and violence. The Sea-Elephant's Tusk tribe signed an agreement to join the Northern Cooperation Organization, with Borealis Port designated for Freljord's first trade demonstration zone. 483
Northern Trade grew through connections with Avarosa, the Northern Territory, Ionia, and later international merchants using New Freljord Port. 597 890 942
Water network and urban expansion
The Freljord Canal linked the artificial lake at the foot of the Dragon Ridge Mountains with Freljord, New Freljord City, the Silverstream River, and the Meilan River. Its completion connected the northern water network of Demacia and reduced the cost of bulk transport. 606
- A first immigration wave brought nearly four thousand families from Silvermine City. 539
- A later wave brought more than thirty thousand households, overwhelming the old fortress city's capacity. 561

Military and Defense
Freljord's original city was a fortress settlement guarding a crucial pass. Its defensive position gave it lasting military and political importance, and later fortifications allowed it to resist Noxian probing attacks despite damage to its walls. 561 892
Luxanna deliberately restrained Freljord's martial culture during its early development. Hextech mages were directed toward education and construction so that their first understanding of organized magic would not be purely destructive. 691
Integrated Freljord
After fourteen years of development, Luxanna activated Freljord's war machine through the Integrated Freljord strategy. This policy redirected industries capable of military production toward armaments while retaining the ability to convert them back to civilian use afterward. 691

Culture
Language and traditions
Freljordian is an ancient, comparatively primitive language with limited grammatical complexity. It favors short sentences because multiple descriptive clauses can quickly become ambiguous; many modern sagas preserve ancient intonations. 480 960
Tribes are Freljord's basic traditional political unit, each led by a Warmother and maintaining its own sphere of influence. Tribal assemblies traditionally consist of martial games, exchange, and oath-taking. 663 852
