Background
Garp rose to prominence during the Rocks era and remained the Marines’ foremost symbol of strength for decades. In his youth, he was said to have flattened eight mountains with his bare fists while training his iron-fist style. He trained alongside Sengoku, Zephyr, and Tsuru; the four later became Marine legends. 10 389 401
Despite repeated pressure to become an Admiral, Garp rejects the position because he refuses to take orders from the Celestial Dragons. His loyalty is instead directed toward protecting civilians through the Marines, even while recognizing the World Government’s corruption. 6 117
Appearance
Garp is an elderly but exceptionally muscular Marine whose body is described as dense as steel. His hair has turned completely white, though age has not visibly diminished his physical power. 36 116

Behind this façade, Garp is fiercely protective of those he considers his own. He shields Leon from harsher punishment, risks conflict with Akainu after attacks on his disciple, and moves immediately when Leon is threatened by the World Government. 36 56 57 His care for Ace and Luffy is similarly uncompromising, though his attempts to force them into Marine training often drive them further toward piracy. 313 383
Garp’s justice is practical and sometimes harsh. When posing a rescue dilemma to Kuzan and Leon, he argues that the elderly man should be abandoned so the baby can survive. While sailing through the Calm Belt, Garp chooses to eliminate Sea Kings obstructing his warship rather than alter course. At the same time, Sengoku unsuccessfully urges him to accept an Admiral’s position. 6
Garp opposes the newly proposed Shichibukai system but accepts Kong’s mission to hunt the “Demon Lizard,” partly because it creates an opportunity to search for Roger’s child. 10
Leon’s Recruitment and Training
Garp directs Kuzan to show Leon Marineford and the Marines’ strength, then allows Leon to remain in his private courtyard while recovering. Leon’s unexpected punch forces Garp to acknowledge that he underestimated the youth. 9 11

Protecting Roger’s Child
