The Advisor said, "I'm the one who approves the regulations you make."

The Konoha Military Police Force Captain said, "I have the authority to arrest villagers and ninja with criminal tendencies, except for Anbu ninja!"

The Advisor said, "I can meddle in every matter in the village, big or small, including Anbu and the Konoha Military Police Force."

The Konoha Military Police Force Captain said, "I can appoint or dismiss anyone in the force at will!"

The Advisor said, "I have the authority to recommend the next Hokage and cast a precious Advisor vote!"
