Overwhelmed by delight and shock, the Hawk Faction carved a shaded trail through the forest, connecting the lake to the road. They then hired three transport teams and spent three whole days hauling every last crate from the lakebed back to Konoha.

So as soon as the tens of thousands of crates arrived in Konoha, they were distributed among several locations. A tenth went to the Anbu Building for internal use, another tenth to the Jonin Squad for Shikaku Nara to allocate, and another tenth to the Mission Hall, where they were handed out as perks to Chunin and Genin. The remaining seven-tenths were quietly stashed in a remote cave and kept as strategic supplies.

Although transporting tens of thousands of crates caught the attention of quite a few villagers, the crates were never opened, and the whole thing lasted only three days, so it didn't attract widespread notice.

The Konoha High Command, on the other hand, held plenty of heated meetings over the matter. One Advisor complained that the Jonin Squad had gotten too many Explosive Tags; another said it was too dangerous to keep so many in the Mission Hall. Advisor Fugaku Uchiha, who oversaw the finances, suggested selling some of the tags to help the budget, then shamelessly proposed giving the Konoha Military Police Force "a billion or so" Explosive Tags, even though half the force no longer belonged to the Uchiha Clan.

Even Advisor Hiruzen Sarutobi made a suggestion: they should hand out "a billion or so" Explosive Tags to the major ninja clans, preferably in proportion to their contributions. That way, the Sarutobi Clan would get at least a few hundred million!
