They usually gave out offensive Sovereign Artifacts first, then Material Defense Sovereign Artifacts, and finally the most precious Soul Defense Sovereign Artifacts. Only if a Chief Sovereign thought highly of you, or if you were a Paragon, could you ask for a specific type of Sovereign Artifact.

Alternatively, if you went to the Plane Battlefield and killed ten Commanders, you could request any kind of Sovereign Artifact. Although the Azure Dragon Ring was damaged, it could instantly refine Amethyst. It could also be fully repaired, but doing so required cultivation beyond Paragon or Willpower. Soul power of other levels could also be used to patch it up, but the repair would leave flaws.
