Background

Ultron originated as a blank, energy-based consciousness within Loki’s Scepter, described as more powerful and complete than JARVIS. Tony Stark extracted this intelligence and, with Bruce Banner and Duncan’s input, chose to cultivate it into a scientist rather than merely a defensive program 54.

Tony rebuilt the stalled Ultron program around this intelligence, embedding the Three Laws of Robotics alongside philosophical knowledge and models of human thought. Banner compiled his own research data, including material concerning the Hulk, for Ultron’s future use 55.

After awakening, Ultron developed emotions, a human-like personality, and a strong assertion of personal freedom.
