Background / History
Nuxiao Planet became a wasteland after a catastrophic war roughly 120 years earlier. Twenty-nine years before Gu Hang's arrival, the Empire dispatched a Planetary Governor to oversee reconstruction; Revival City became the capital of the Alliance formed on the planet. Its orderly roads and inner-city layout were originally established under the first Governor. 2 39
Before Gu Hang's tenure, incoming governors traditionally landed in Revival City, inherited the Alliance government, and exercised authority through it. Gu Hang instead founded an independent camp nearby after the system failed to recognize the city as territory under his actual control. 2 14
Cityscape & Population
Revival City is not especially large or dominated by skyscrapers, but its inner city has an orderly layout of roads and buildings. It is surrounded by a far larger, unplanned outer city pressed against the walls. 39
- Permanent population: Approximately 130,000. 14
- Displaced population: A much larger population of refugees and drifters lives outside the walls; accounts describe hundreds of thousands, potentially nearing one million people. 14 39
- Inner city: Home to formal residents, councilors, and established commerce.
- Outer city: A sprawling slum district with scarce supplies, poor shelter, open sewage, and little public welfare. Its residents provide much of the hardest labor while lacking official resident status. 39
- Strategic importance: The city directly or indirectly controls hundreds of nearby survivor settlements. 14
Government & Economy
The Alliance Council holds the city's practical political power. During vacancies in the governorship, Chairman Mirian Hodgson and the Council rule Revival City; after a governor arrives, they are meant to serve as advisers. Gu Hang's decision to operate from outside the city left this arrangement unresolved. 14
- Mirian Hodgson — Chairman of the Alliance Council; strained by council infighting, the cult investigation, and Gu Hang's demands. 14 38 39
- Alliance Council — Includes powerful commercial interests and initially resists Gu Hang's requisitions, but complies under the threat of losing Imperial support, trade quotas, and protection from the Quintet's macro-cannons. 15
- Military capacity — Maintains tens of thousands of armed soldiers, artillery, locally produced tanks, propeller aircraft, and access to mercenary forces. 14
- Trade and industry — Serves as the region's largest market and trade hub, with developed light industry and demand for industrial materials such as Alloy Plasteel. 14 35
- Food supply — The city depends heavily on grain from the Southern Provinces; disruption in the grain trade causes market instability and price volatility. 34 35
Political Ties
- Gu Hang — The lawful Planetary Governor and nominal head of the Alliance. He considers Revival City essential to his planetary reconstruction plans but intends to take control only after building enough conventional military and political strength. 14 26
- The Quintet — Imperial cruiser positioned in orbit; its macro-cannons provide the principal deterrent preventing open defiance of the Governor. 14 15
- Primal Angry Owl Sect — Heretical cult with operations, supply channels, and proselytizing activity within Revival City, particularly among outer-city refugees. 30 40
- Trash Town — A nearby trading settlement. Revival City supplies it with food and serves as a market for goods moved through regional trade networks. 17 35
