Background / History
Wartime Commander
During the Third Shinobi World War, Orochimaru commands Konoha’s forces fighting Kirigakure in the Land of Whirlpools. His interest in Uchiha Sou’s Sharingan initially earns the young ninja comparatively protective treatment: he avoids assigning Sou suicide missions and sometimes provides a Hyūga escort 1.
He later appoints Sou captain of Team 6 for a difficult mission, while warning that being an Uchiha genius can be both an advantage and a liability. A document from Danzō concerning the Hokage succession is already on his desk during this exchange 2.
The war’s deaths begin changing his outlook. Hiruzen’s disregard for civilians in the Land of Whirlpools particularly reinforces his sense that life is insignificant. By this point, Danzō has already supplied him with Hashirama’s cells and directed experiments involving injections into infants, while restricting further independent research 30.
Recognition of Uchiha Sou
When Kirigakure’s rear operations deteriorate, Orochimaru sends a squad to identify the Konoha ninja responsible. Discovering that Sou has organized civilian resistance surprises him: Sou’s methods both disrupt Kirigakure and cultivate local goodwill toward Konoha 40 41.
Orochimaru openly admits his ambition to become Hokage and his intention to change the Uchiha’s relationship with the village. Sou’s defeat of the Seven Ninja Swordsmen further raises his estimation of the young ninja and leads him to suspect a Mangekyō Sharingan awakening. He withdraws Sou’s team while preparing a major counteroffensive 41 53.
After signing an armistice with Kirigakure, he returns to Konoha to a large public welcome. His reputation as a victorious commander provides a strong foundation for his political ambitions 81.
Alliance and Hokage Election
In secret discussions, Sou warns Orochimaru that Hiruzen may be unwilling to surrender power despite considering a successor. Orochimaru accepts Sou as an ally, agreeing to exchange information and support his challenge for leadership of the Uchiha clan 83 84.
Danzō’s proposed bloodline-limit research project creates another political danger. With Sou’s advice, Orochimaru publicizes Konoha’s involvement to make it harder for the leadership to place sole responsibility for the experiments on him. Danzō subsequently tightens his control over the Hashirama-cell supply 86 87 107.
Orochimaru gathers supporters and uses the recognition of Sou’s wartime achievements to counter efforts favoring Minato. Danzō offers political backing in exchange for control of the Anbu, but Orochimaru and Sou treat the arrangement as temporary. Minato withdraws from consideration, Hiruzen accepts Orochimaru’s selection, and Orochimaru formally takes office as the Fourth Hokage at the beginning of Konoha’s forty-eighth year 109 112.
Consolidating His Administration
Orochimaru appoints Sou Anbu Minister rather than granting the position to Danzō. When Sou kills Danzō, Orochimaru stands beside him against Hiruzen and uses evidence of Root’s crimes to strengthen their position. Negotiations secure concessions concerning the Mission and Finance Departments, while the proposed restoration of Root is temporarily shelved 112 114.
He approves Sou’s harsh settlement for the surviving Shimura clan: adult ninja are dispersed to border garrisons, women and children remain under surveillance, and assets are reclaimed. He also announces a memorial service for those killed in the war 114.
Increasingly interested in returning to research, Orochimaru assigns Sou missions intended to establish decisive achievements, including recruiting Kirigakure’s bloodline clans. He then promotes Sou to Chief Hokage Assistant and Advisor, effectively delegating much of the village’s administration. A shadow clone remains at the Hokage Building while Orochimaru shifts his attention toward experiments 128 133 135.
Alliances and the Moon Expedition
Orochimaru helps bring Tsunade back into Konoha’s administration by sending Sou, whose position as Uchiha clan head carries symbolic weight in approaching a Senju descendant. He later participates in negotiations over the Akatsuki and recognizes that a continuing common threat could help preserve cooperation among the villages 140 141 147.
He joins the expedition to the moon alongside Sou, Tsunade, Jiraiya, Shisui, Mukai, and the reanimated Senju brothers. During the fighting, he uses poison and his new Lava Release against an Ōtsutsuki ninja, then joins preparations to infiltrate the Floating Island and disrupt the enemy’s power source 160 161 162.
Back in the Shinobi World, his improved Impure World Reincarnation becomes part of a collaborative resurrection experiment. He transfers Hashirama and Tobirama into White Zetsu vessels before Chiyo applies her modified life-transfer technique using Hidan as the life-force source. Both brothers successfully regain living bodies 172 173.
Later Research and Succession
After the Ōtsutsuki threat becomes clearer, Orochimaru supports preparations involving Senjutsu and Yin–Yang Release. He works on reconstruction funding, helps select gifted children for advanced instruction, and entrusts Sou with oversight of education reform 185 192 193.
Research into Momoshiki’s corpse leads to his successful four-nature chakra fusion. He continues pursuing higher fusion despite its enormous chakra demands. Following three further years of policies promoted by him and Sou, Sou becomes the Fifth Hokage; Orochimaru remains an important researcher and practitioner of Yin–Yang Release 208 218 220.

Once Sou earns his approval, Orochimaru treats him as an equal collaborator rather than merely a subordinate, including respecting his research time 2 41 127.
His pragmatism is ruthless. He regards poison and deception as legitimate shinobi methods, accepts severe measures against political enemies, and judges missions heavily by their results. Nevertheless, he offers considerable support to capable subordinates and shows concern when Sou’s experiments leave him visibly exhausted 114 141 152 161 183.
Research is both an ambition and a source of personal pride. Although he seeks the resources and authority of the Hokage position, he eventually delegates administration to recover time for experiments. He values solving problems himself: after examining the Chimera Technique, he declines to rely on it because he enjoys the process of chakra fusion as much as the breakthrough 109 128 208.
