History

Treatment of Naruto Uzumaki

Konoha is initially described as prosperous and beautiful, but its villagers react to Naruto Uzumaki with disgust, fear, and hatred because he is the Nine-Tails Jinchuriki. Naruto is routinely called the “Demon Fox,” denied ordinary treatment by merchants, and protected from violence by ANBU surveillance rather than accepted by the public 1 2.

The Third Hokage monitors Naruto through the Crystal Ball and repeatedly intervenes when his conflicts with villagers escalate. His efforts include attempting to mediate Naruto’s dispute with Nishimura, though Naruto refuses to yield easily 2 4. Despite the Hokage’s claim that he has been managing the rumors, public hostility remains entrenched 58.

After Naruto becomes a perfect Jinchuriki, concerns over safety lead Konoha’s leadership to suspend him from the Ninja Academy and place him under house arrest. He is released after passing safety inspections, but immediately faces the same harassment in the streets 32.

Cloud Village Incident

A Cloud Village envoy attempts to kidnap Naruto and Hinata Hyuga within Konoha. Hyuga Hiashi kills the envoy, and the Third Hokage refuses to blame the Hyuga clan for defending the village 5 6.

Three days later, Konoha hands over Hizashi Hyuga’s body and reaches a peace agreement with the Cloud Village, leaving the Hyuga clan deeply affected by the loss 6.

Uchiha Clan Massacre

Political distrust between Konoha’s leadership and the Uchiha clan develops around the possibility of the clan seeking control of the Nine-Tails Jinchuriki. The Third Hokage directly probes Fugaku Uchiha about the clan’s intentions, alarming Fugaku because the suspicion touches on ideas he had kept secret 2.

Root establishes a sealing barrier around the Uchiha district while Itachi Uchiha begins the massacre under Danzō’s orders. Danzō frames the destruction as a sacrifice required for Konoha’s sake 20 21. At an emergency meeting afterward, the Third Hokage announces that Itachi colluded with outsiders to exterminate the clan, leaving Sasuke Uchiha as the sole survivor 26.

The crisis is compounded by Naruto’s disappearance. Konoha regards the simultaneous loss of the Uchiha clan and its Jinchuriki as a threat to the village’s survival, mobilizing sensory squads and a sealing unit to recover him 26 27. Naruto is eventually found and returned 28.

Obito's Attack

When Obito attacks Naruto’s home, Minato Namikaze possesses Naruto’s body to defend him. The Third Hokage and Konoha’s ninja forces join Minato in fighting Obito, coordinating rotating attack squads to exploit the time limit of his intangibility 46.

After Obito is identified as the architect of the Nine-Tails Incident, the Konoha F4 strip him of his former hero status and issue an S-rank wanted poster 49.

Naruto's Defection Crisis

Naruto’s growing connection to Inazuma leads the Third Hokage to treat his departure as a defection. The Hokage fears both the loss of Konoha’s Jinchuriki and the reputational damage of the Fourth Hokage’s son leaving the village, and assigns Kurenai Yūhi to investigate 74.
