What Akaseki valued most about Minato was that he did more than spout righteous platitudes and rain on other people's parades. He actually had ideas.
Just like now: although Minato thought excessive war preparations were inadvisable and downright impossible-not only while they were ordinary Jonin, but even if they became Hokage, they could never get the exhausted Konoha to actively prepare for war-he still offered a workable suggestion!
Being overly wary of Kumogakure and Iwagakure, or even striking them preemptively, was certainly inadvisable, but that did not mean there was nothing else they could do.
At the very least, Sunagakure and Kirigakure could still be won over.
Minato's description of Sunagakure in particular pleased Akaseki immensely...
"'Forge' them into allies, huh..." Akaseki nodded in satisfaction.
"Forge," not "win over."
That single word showed that Minato was different from the weak-willed faction who opposed "outsourcing." He was not hoping to surrender the fruits of their victory and trust Sunagakure to remember Konoha's kindness...
He meant to personally shape Sunagakure into an "ally" that could never break free of Konoha!
That also reminded Akaseki of something, extinguishing any remaining desire to reveal the future. If certain people learned that there would be a Third Shinobi World War, even if they only half believed it, they would undoubtedly try to gain allies by "repaying hatred with kindness." They might very well give away everything they had won.
"Excellent, excellent. Minato, you're really good at filling in the details once you have an overall direction! You're clearly great material for a Hokage's... aide." Akaseki patted Minato on the shoulder.
