Background / History

Konoha was founded when Hashirama Senju led the Senju Clan into an alliance with the Uchiha Clan. Its founding ideals were to protect children and prevent them from being sent to war. Madara Uchiha was also recognized as a founder, though his later ideology divided him from the village. 4 209

Under the Second Hokage, Tobirama Senju, Konoha remained one of the world’s strongest villages. Tobirama established the Ninja Academy and Anbu system, developed secret techniques, and used diplomacy to preserve the fragile peace following the previous Great Ninja War. 16

Tobirama’s death and Hiruzen Sarutobi’s succession as Third Hokage triggered a severe internal crisis. Multiple clans questioned the circumstances of the Second Hokage’s death and Hiruzen’s appointment; Konoha came close to splitting apart until the destruction of its Uzumaki allies convinced the factions to unite behind the new Hokage. 42

Konoha later expanded its influence through the Land of Waves mission, reaching a consensus with Kirigakure and gaining symbolic access to a new overseas mission area. The mission was upgraded to A-rank because of its unexpected diplomatic results. 76

The village hosted a joint Chunin Exam attended by Kirigakure and Iwagakure. The event served not only to promote genin, but also to demonstrate Konoha’s strength to foreign villages, clients, and observers. 77 94

Political Tensions

Uchiha Clan

The Uchiha Clan is one of Konoha’s founding clans and supplies much of the Military Police Force, but its relationship with the Hokage’s administration is strained. Many Uchiha resent Tobirama’s reforms, particularly the creation of Anbu and later secret departments that reduced the Police Force’s authority. 1 29

Danzō exploits this distrust by framing the clan and arguing that its strength should be restrained. Hiruzen repeatedly attempts to prevent an open rupture while still relying on the Uchiha’s considerable military power. 89 90 206

Root

Root’s attempt to frame Akashi Uchiha for stealing a classified scroll escalated into a confrontation with the Uchiha Clan. The incident led to Danzō losing authority over confidential-location security, though Root remained active within Konoha. 89 90

Wartime Command

Konoha’s wartime leadership is not fully unified. Hatake Sakumo, despite his standing as Jonin Corps captain, is placed in the rear command division at Cloud-Breaking Pass rather than the main front. Akaseki suspects this reflects political efforts to elevate Orochimaru instead. 249
