History
God Valley Incident
World Government warships surrounded God Valley during the Celestial Dragons' hunting event on the island 13 14. The ensuing conflict and massive explosion caused God Valley to disappear from the sea; the Government evacuated its forces, struggled to identify the culprits, and later framed Garp as the event's hero through its media narrative 28 37.
Recruitment of scientists
After MADS fractured, the World Government absorbed much of its remaining personnel and research. Caesar joined because of its funding, while Vegapunk accepted its resources despite disliking the restrictions imposed on his research 65 67.
The Five Elders also sought to assess Oran's value as a scientist and weapons developer. They authorized investigations into Iron Oz, contacted him regarding possible mass production, and proposed cooperation through the Punk Hazard program 149 152.
Creation of the Shichibukai arrangement
The Government offered Oran a Shichibukai position after recognizing the military value of his technology. The agreement granted him immediate Shichibukai status, research funding, and eventual member-nation recognition for Piltover; in exchange, he was required to answer summons and submit his research to periodic review 204.
The arrangement was explicitly transactional: the Government intended to let Oran develop prototypes while directing eventual large-scale production toward Punk Hazard and Vegapunk's research network 204.
Ohara and the Revolutionary response
The Five Elders ordered Oran to persuade Clover to abandon Void Century research before Spandine obtained sufficient evidence to authorize Ohara's destruction 229. Clover refused, the Buster Call proceeded, and the incident helped inspire Dragon to establish the Revolutionary Army against the World Government 229 233.
Piltover's admission
