Background / History

Oran was an orphan who had completed postgraduate studies before a reincarnation event sent his soul to Valoran. He spent over twenty years in Piltover, where his Dream talent let him access extraordinary places across time and space, rapidly expanding his knowledge and making him a rising scientific figure whose reputation was compared to Heimerdinger's. 13

While traveling to Bilgewater with a shipload of specialized materials, Oran encountered another anomalous event and arrived in the One Piece world at God Valley. The transition rejuvenated him to the appearance of a sixteen- or seventeen-year-old. 13

At God Valley, Oran formed a temporary survival alliance with Ivankov and Ginny. His goal was not simply to flee the Celestial Dragons' hunting event, but to eventually repay the world that had placed him there on his own terms. 14 15 He escaped with valuable Hextech materials and later established himself in the Kingdom of Sorbet, where he exchanged technological assistance for funding and resources. 29 30

Appearance

Oran retains the appearance of a teenage boy despite the decades he spent in Valoran and the years that followed his arrival in the new world. 13 221

  • Pink hair, shared by several members of the Siderial family. 67 208
  • Commonly wears glasses; their functions include marking artillery positions for allies. 260
  • Uses an armored exoskeleton in close combat. 24

Personality

Oran is pragmatic and self-interested, refusing to endanger himself for people whose goals do not align with his own. He considers passive surrender a rejection of survival, but will cooperate with others when their interests coincide. 14

His pragmatism does not prevent acts of generosity. In Valoran, he funded an orphanage for war orphans and disadvantaged people, partly as an investment in future talent and partly to repay the kindness that helped him survive when he first arrived in Piltover. 20 He carries this outlook into his rule: Piltover is intended to be inclusive of different races, though he enforces its laws harshly against those who threaten its order. 117 143 225

As a ruler, Oran delegates extensively through his “Monarch Offline System,” leaving trusted allies and his daughter to manage the kingdom while he pursues research and exploration. 132 He treats technology, diplomacy, information, and military force as connected tools for building a state strong enough to preserve the ideals it claims to hold. 127 217 313

Abilities & Skills

Dream

Oran's innate Dream talent connects him to distant worlds, eras, and spiritual realms.

  • Enters dreams that can transcend time and space, gaining knowledge from places beyond his home world. 13
  • Experiences a different flow of time in dreams; a week within a dream can correspond to months in reality. 31
  • Has repeatedly entered spiritual locations such as Ionia, where he met Yone, Ahri, and other figures. 32 98
  • Has brought a tangible object—a mask—out of a dream, rather than merely retaining knowledge or memories. 98
  • Cannot fully control the phenomenon; even Heimerdinger's dream-attraction device could only improve the odds of drawing Oran to a desired place. 53

Scientific and Engineering Expertise

Oran is an inventor and researcher whose work spans Hextech, robotics, biomechanics, weapons, industrial production, and Devil Fruit applications.

  • Developed a direct-teleportation Hextech Portal model based on conventional Hextech portal technology. 14
  • Designed affordable prosthetic limbs and sought recognition through the Ybel Medicine Prize. 45 57
  • Created Blitz, a steam-powered robot upgraded with artificial intelligence capable of learning and growth. 30 31
  • Uses artificial hearts, bio-metallic modification, advanced robotics, mechas, and specialized weapon systems in Piltover's development. 37 144 181
  • Conducts Devil Fruit and Lineage Factor research, including cloning projects with Vegapunk and the integration of the Swallow-Swallow Fruit into Blitz's core. 52 194
  • Often recreates advanced results first, then works backward to develop and present the necessary research process. 207

Book-Book Fruit

Oran possesses the Book-Book Fruit, granting him control over book-based spaces and records.

  • Can create and enter a Book World in which he determines the rules and can create sparring opponents for training. 173
  • Uses books to access and search Piltover's population records. 266
  • Expanded the fruit's abilities until its book spaces could communicate spatially with one another. 313
  • Plans to place beacon books around the world through public libraries, establishing a long-term teleportation and information network. 313

Swordsmanship

Oran is a dual-blade swordsman trained by the spiritual-realm swordsman Yone.

  • Fights with twin tachi and can project techniques such as the Divine Frost Slash. 24
  • Learned Yone's sword techniques in exchange for information regarding Yasuo. 24
  • Later received Yone's ultimate techniques, including Path of the Hunter, Born from Death, Sever the Past, and Seal Emotions. 98
  • Continues improving his blades through Devil Fruit weapon experiments and upgrades. 182

Haki and Spiritual Perception

Oran researches and applies Haki alongside his technological and spiritual abilities.

  • Possesses knowledge of Armament Haki and taught its use to Sett. 392
  • His enhanced spiritual energy allowed him to hear the voices of Sea Kings, suggesting potential access to the Voice of All Things. 88
  • Created a helmet that helps users control Observation Haki and live with reduced sensory strain. 162

Combat Ability

Though primarily a scientist, Oran is capable of personally fighting powerful opponents.

  • His physical strength and recovery increased after his cross-world transition, becoming more like those native to the One Piece world. 30
  • Uses an exoskeleton at full output to overpower opponents physically. 24
  • Defeated the Celestial Dragon Elatin with swordsmanship, armor-assisted strength, traps, and support from his allies. 24
  • Uses specialized weapons such as an Ice Gun to incapacitate pursuers. 16

Leadership, Strategy, and Diplomacy

Oran combines political planning with technological leverage.

  • Founded Piltover after defeating Firefly Island's pirate rulers, intending to replace pirate rule with a new order. 117 118
  • Uses information campaigns, including News Coo distribution, to destabilize enemies and establish public legitimacy. 117
  • Founded the Pirate Guerrilla Force to counter piracy beyond the Navy's capacity. 216 217
  • Negotiated trade and cooperation with Alabasta and the Ryugu Kingdom by tailoring Piltover's technology to their needs. 214 227
  • Secured Piltover's recognition as a World Government-affiliated nation and advocated for the Ryugu Kingdom at the World Conference. 261
