Background and History

Konoha enters the story in the aftermath of the Third Shinobi World War. Though Kumogakure announces an end to the conflict, the village's response is uneasy rather than celebratory; the war had effectively ended before the Fourth Hokage took office, and its consequences continue to shape village politics 4.

The Nine-Tails Incident deepens Konoha's internal divisions. Witnesses saw a Sharingan in the Nine-Tails' eyes, leading the leadership to suspect the Uchiha Clan despite lacking conclusive proof. After reconstruction, the Uchiha residential district is moved from the village center to its outskirts, worsening their isolation from the rest of Konoha 32.

Kumogakure later sends a delegation to sign a peace treaty, receiving a public welcome from Konoha's villagers. The delegation secretly intends to acquire the Byakugan and attempts to frame the Hyuga Clan through the death of one of its own operatives. Its demand that Konoha surrender Hyuga Hiashi places the village on the brink of renewed war until Tsunade and Sarutobi Hiruzen refuse the extortion 20 24 25 26.

Tsunade uses the external threat from Kumogakure to reintegrate the Uchiha into Konoha's military structure. A mixed Uchiha-Hyuga force is created and sent to the northeastern Land of Fire border, where its members train and operate in reorganized squads 33 34 38 39.

After succeeding Sarutobi Hiruzen as Hokage, Tsunade begins major administrative reforms while preparing for another possible conflict with Kumogakure 98 100.

Administration

Defense and Military

• Konoha maintains a barrier system capable of detecting unfamiliar ninja entering the village. Kumogakure considers this a major obstacle to a second infiltration attempt 26.
• Orochimaru later bypasses the barrier system, infiltrates the Hyuga Clan grounds, kills Hyuga Sōsuke, and steals two Byakugan, exposing a serious security failure 94 95.
• Tsunade's border unit combines roughly fifty Uchiha ninja with Hyuga, other clan members, and personnel drawn from Anbu, totaling nearly two hundred ninja 38.
• The unit is divided into three-to-four-person squads with dedicated assault, cover, and support roles rather than being organized solely by clan or specialty 39.
• Joint exercises improve cooperation among the mixed squads; the Third Company’s performance doubles compared with its initial formation, while other squads begin socializing more naturally across clan lines 52.
• Kumogakure's later large-scale border activity prompts Konoha to seek an understanding with Iwagakure. Ōnoki agrees to a mutual non-aggression arrangement: neither village will exploit a Kumogakure attack on the other 99 107.

Civic Life and Institutions

Konoha contains a Ninja Academy, parks, and commercial districts. Its residents who lack the ability or desire to become ninja may remain ordinary civilians rather than being forced into combat, a contrast Kiyonari draws with the Warring States period 19.

The Ninja Academy initially emphasizes basic skills and a comparatively relaxed education; serious professional ninja training begins after graduation and placement into a genin team 144.

Public engagement with the Holy Grail War is extensive. Newspaper reports on Hinata Hyuga's battles against Nagato spread throughout the village, making her a widely admired figure among civilians and shinobi alike 122.

External Relations

• Kumogakure — A peace treaty delegation attempts to extort the Byakugan from Konoha through a staged Hyuga assassination incident. Relations later deteriorate again amid Kumogakure's border mobilization 20 24 25 99.
• Iwagakure — Konoha establishes a mutual non-aggression understanding with Iwagakure in response to the Kumogakure threat. Kiyonari's successful treatment of an Iwagakure ninja also helps secure Ōnoki's goodwill 106 107.
• Five Great Shinobi Countries — Following the first Holy Grail War, the Five Kage Summit is temporarily relocated to Konoha, where the Kage continue negotiations 138 145.
• Ōtsutsuki Clan — Konoha becomes a target of moon-based Ōtsutsuki activity, including Toneri's seizure of Hanabi's eyes and Isshiki's later direct appearance within the village 124 136 150.

Later Threats

Konoha dispatches Hyuga Kiyonari, Kakashi Hatake, and Might Guy through a space-time passage to the moon to stop Ōtsutsuki Toneri. Kiyonari activates the Tenseigan at Hamura Shrine and seals the giant Tenseigan within a pocket dimension, cutting off Toneri's access to its power 124 136.

After the moon operation, Konoha becomes the temporary venue for the Five Kage Summit, allowing Kiyonari to return immediately to perform surgery and reattach the eyes recovered from Toneri 138.

Ōtsutsuki Isshiki later enters Konoha and threatens to turn it into a battlefield if Hinata does not fight to accelerate her Karma. Kiyonari confronts him with the Tenseigan, while Tsunade begins coordinating a response involving Danzō, Orochimaru, and Konoha's senior ninja 150.
