Iori initially operates in the Empire under a concealed identity. Military Police, Imperial officials, and the Assassination Unit fail to capture him even with a heat-detecting scanner; their forces suffer casualties during the pursuit. During this period, he meets Akame, recognizes her as a future Revolutionary Army assassin, and begins a relationship of sparring and mutual understanding with her 12.
