Background / History
Konoha’s Uchiha Compound becomes the site of the Uchiha Clan massacre. Anbu secure the area, find the clan almost entirely dead, and report two surviving youths—one critically injured—to the Third Hokage. Hiruzen orders medical treatment for the survivors and proper burials for the dead. 1
The later account given to Sasuke attributes the massacre to an escalating conflict between the Uchiha and Konoha’s leadership. The Uchiha had planned a coup, while Danzō exploited the crisis and forced Itachi to carry out the extermination; Hiruzen had advocated negotiations but had repeatedly tolerated Danzō’s actions. 17
Konoha’s treatment of Naruto Uzumaki is heavily shaped by Danzō’s propaganda. After Hiruzen refuses to hand Naruto over to Root, Danzō spreads the claim that Naruto is the Nine-Tails, turning many villagers against him and leaving him isolated. 4 7
The village’s public pressure has also had severe consequences in the past: Hatake Sakumo was condemned after abandoning a mission objective to save comrades, eventually taking his own life. 12

“Where the leaves of the Tree dance, one shall find Fire.”
“The fire’s light will continue to illuminate the village and allow new leaves to sprout.” 4
Konoha’s reputation becomes a concern after Isho and Naruto repeatedly use the Sexy Technique in public. Their transformations attract foreign traders and male civilians to a particular street, prompting Hiruzen to prohibit further use of the technique in the village. 18
