During the end of the Great Nirvana era, Hong gathered humanity's strongest experts, established the modern martial-artist ranking system, helped formulate the Earth Alliance Government's rules, and participated in signing the Babylon Protocol. The protocol marked the beginning of a new era after high-frequency laser cannons helped end the Great Nirvana. 55

As First Speaker of the War God Palace, Hong presided over discussions on 36-Fold Waves. He publicly identified Wang Ji as the manual's discoverer, and the resulting exchanges helped improve the world's top combat power by roughly twenty to thirty percent, with some participants improving even further. 50 51

Hong rejected Soro Xis's proposal for a dictatorial world government, objecting to the idea of reducing martial artists to tools and ordinary people to slaves. 59 When the Black Dragon King attacked Hongning Base City, Hong engaged it directly, severed one of its horns, pursued it into the sea, and ultimately returned with its severed head. 60 61 The battle left him badly wounded and failed to prevent the theft of the Energy-Gathering Ring and its blueprints. 61
