Background / History
After the Third Raikage's death, A became the Fourth Raikage. Fearing that Killer B would also be killed, he confined B to the village and directed him toward long-range Tailed Beast Ball training. B felt that A had begun treating him more as a valuable jinchūriki than as his brother 516.
A's early confrontation with Uchiha Senya began when he tried to pressure Tsunade into treating Karai. Senya's genjutsu against Killer B left A unable to force the issue, and the two later fought 68 69 70 72. Their relationship subsequently became more cooperative: A agreed to join the proposed Ninja Association and later discussed a Land of Lightning daimyo's son with Senya over drinks 319 326.
During the war, A confronted B after B and the other jinchūriki defied orders to remain on Turtle Island. B fought without the Eight-Tails' power and overpowered A in a clash of Lariats. A recognized that his fear had driven them apart, and the brothers reconciled 512 516.
Personality
A is forceful and quick to act, but places considerable weight on a shinobi's duty to comrades. During the Chūnin Exams, he agreed that a candidate who abandoned teammates was unfit for promotion 265. His protectiveness toward B is genuine, though it led him to restrict B's independence 516.
He also puts Kumogakure's interests first in diplomacy. After Yugito became a perfect jinchūriki with Senya's help, A considered using Senya's sense of guilt to seek better trade terms for his village 472.
