Background

Konoha's identity is closely tied to the Senju Clan and the First Hokage. The village's environment was created through the First Hokage's Wood Release, making the bloodline a symbol of Konoha's spirit, legacy, and protection. Nawaki's awakening of Wood Release therefore revived memories of the First and strengthened his standing as a legitimate successor to that legacy. 14

The village retained a historical bond with the Uzumaki Clan. Hashirama had invited the clan to join Konoha at its founding, but the Uzumaki instead established Uzushiogakure as an allied clan-state. Konoha shinobi continued to wear the Uzumaki emblem in recognition of that relationship. 93

Under Nawaki's influence, Konoha shifted from a conventional shinobi village toward a large-scale political, military, and economic power. Its expansion relied on the Konoha Consortium, mass ninja education, branch villages, military reforms, and alliances with subordinate villages. 28 589 915

Hokage succession

Hiruzen Sarutobi remained Hokage through the war against Kirigakure, agreeing to delay Nawaki's succession so that Nawaki could lead the military campaign. 939

After Konoha exposed Kirigakure's Three-Tails plot, Hiruzen resigned in accountability and announced that Skywalker would inherit the position after the war. 941 Nawaki formally became the Fourth Hokage on October 1 of Konoha Year 49. 1035

Branch Villages and Territorial Expansion

River Forest Branch

Following the Second Shinobi World War, Nawaki received permission from the Land of Fire's Daimyo to establish a second shinobi village along the western border. He was granted administrative responsibility for the new territories and later became Shogun over West River and West Forest. 571

The village was built in a mountain passage through West River rather than at the exposed West Forest frontier. Its position allowed it to serve as both a defensive fallback point and a rapid-response base for border patrols. 577

Its structure largely mirrored Konoha Headquarters:

• Nawaki — Village head; also temporarily held the Finance Minister and Anbu Minister posts. 577

Plains Lake Branch

After Konoha occupied the western regions of the Land of Earth and received the surrender of the Lands of Birds and Demons, Nawaki founded another branch village in the former Land of Birds. The location was chosen for its population, economy, central position, and ability to support the surrounding occupied territories. 749

The former Lands of Birds and Demons were renamed the West Plains District and West Lake District, while the new village became the Plains Lake Branch. Yomi managed it in Nawaki's absence and commanded the Immortal Army assigned to its defense. 749

Water Ninja Branch

Following Konoha's victory over Kirigakure, Nawaki established the Water Ninja Branch. Unlike the Wind Ninja Village, it had no autonomy and functioned as a fully subordinate department under Konoha Headquarters. 962

Foreign Relations

Uzushiogakure and the Uzumaki Clan

Konoha initially hesitated to intervene when the Land of Whirlpools requested aid, as many leaders viewed Uzushiogakure as an independent outsider despite the Senju-Uzumaki alliance. 93

Nawaki reframed intervention as a mutually beneficial annexation plan: the Land of Fire would gain territory, Konoha would receive an S-rank mission and the Uzumaki Clan's resources, and the Uzumaki could avoid destruction. 98 After the war, the Land of Whirlpools was annexed and the Uzumaki Clan joined Konoha. 190

Amegakure

Konoha later signed a formal alliance treaty with Amegakure, the first agreement of its kind between two shinobi villages in decades. 641 Nawaki supported Yahiko's leadership rather than annexing the Land of Rain, treating Amegakure as a strategically important ally on the western frontier. 637 641

Wind Ninja Village

After Sunagakure's fall, Nawaki and Pakura established the Wind Ninja Village under a one-country, two-village arrangement in the Land of Wind. 914

The Wind Ninja Village became an affiliated village of the Konoha Alliance, a political structure led by Konoha. The arrangement allowed Konoha to extend influence into the Land of Wind without directly merging Sunagakure into Konoha. 915

Iwagakure and Kumogakure

Konoha used diplomacy, military pressure, and the threat of alliance with Kumogakure to force Iwagakure into a weakened position. Nawaki's terms required Iwagakure to restrain Kumogakure and accept Konoha's economic and strategic conditions. 527

Konoha's air force also gave it a major advantage over Kumogakure and Sunagakure. Its aircraft employed lasers, missiles, and defensive barriers that decisively outperformed Sunagakure's Flying Eagle I forces. 684

Education Reforms

Nawaki expanded ninja education across Konoha's western territories, recruiting large numbers of civilians into academies and tying advancement to service in the Great General Shogunate. 578

His later reform extended the graduation period, added academic subjects, and separated graduates into two paths:
