Background / History

The Land of Whirlpools began as an island nation inhabited primarily by the Uzumaki Clan. Its sealing techniques made it a target for other nations and clans, while Kirigakure emerged as the principal force behind an attempted destruction of the country. At the opening of the story, the nation has roughly 28,000 residents, more than 300 vessels, and only 800 mobilizable shinobi against Kirigakure's planned force of over 4,000. 1 4 6

After Uzumaki Ashina falls into a chakra-exhaustion coma during Hozuki Gensei's attack, Uzumaki Shori assumes the title of Second Uzukage. The clan rallies around him rather than evacuating, refits 300 fishing boats into warships, and defeats Kirigakure's invading force through sealing techniques, rocket launchers, naval maneuvering, and coordinated shinobi forces. 3 9 10 31

Following the victory, the nation establishes a Daimyo system with Ashina as its first Daimyo. It opens civil and military recruitment to qualified non-Uzumaki residents, offers settlers citizenship, housing, farmland, and allowances, and begins absorbing refugees and technical talent from across the ninja world. 38 40 41

The Land of Whirlpools annexes the Land of Hot Water after destroying its navy, manipulating the Flying God Sect as a public scapegoat, and securing recognition from local officials and residents. The annexed territory is subsequently called the Land of Whirlpools No. 2. 96 103 106

After years of development, the Land of Hot Water population identifies itself as citizens of the Land of Whirlpools. The country expands education, attracts skilled immigrants, upgrades its military equipment, and develops an economy capable of supporting advanced research and large-scale armed forces. 160

The nation later defeats the Land of Water and incorporates Kirigakure. Kirigakure is reorganized as the Uzushio Ninja, Kirigakure Branch, while the conquered territory becomes the Water Region of the Land of Whirlpools. 178 181 204

In response to sanctions imposed by the Four Great Nations and supporting smaller states, the Land of Whirlpools launches campaigns against the Land of Bears, Land of Rainbow, Land of Artisans, and Land of Tea.
