Political Development

Background / History

Konoha was founded jointly by Senju Hashirama and Uchiha Madara in Konoha Year 1, becoming the Ninja World’s first ninja village. Although the two clans built it together, the Senju increasingly monopolized its administration, leaving the Uchiha excluded from the village’s core decision-making. Madara came to view the arrangement as “the Senju govern, the Uchiha obey,” beginning the fracture between the founders. 83

After Madara’s departure, Senju Tobirama established the Uchiha Police Force. Though presented as authority for the Uchiha, it functioned as a means of marginalizing the clan. 85

By Year 55 of Konoha, the Uchiha clan massacre devastates the Uchiha compound. The incident exposes the hostility between Konoha’s leadership and the Uchiha, while Uchiha Yoru’s emergence and Susanoo throw the village into panic. 1 6

Uchiha Yoru’s Rule

Yoru defeats Konoha’s former leadership and compels the major clans to submit. He declares those killed during the night to have been rogue ninja and enemies of Konoha, establishing a new official narrative for the takeover. 11

He centralizes authority by placing the Anbu under his direct control, requiring the Ino-Shika-Cho clans to provide elite members for Anbu operations, and appointing the Nara clan head as Hokage advisor. 14 He also abolishes the Uchiha Police Force and replaces it with a Hyuga-led mixed-clan police force. 15

The original Hokage Building is destroyed during Yoru’s assault, then replaced with a temporary Wood Release structure built by Yamato during reconstruction. Nara Kashima effectively handles Konoha’s administration, reconstruction, resettlement, supply distribution, and diplomacy as its de facto prime minister. 7 16
