History

Era of divided villages

The Ninja World was originally divided among competing nations and ninja villages. Its political order relied on military villages, daimyo, clan influence, bloodlines, and recurring warfare; shinobi were commonly treated as instruments of battle rather than participants in civilian development. 23 59

Konoha’s internal collapse during the Uchiha clan massacre became the opening crisis of Uchiha Yoru’s rise. After taking control of the village, Yoru exposed the involvement of Konoha’s former leadership in the massacre and began replacing the old system with direct Hokage rule. 14 17

Konoha’s expansion

Yoru declared that Konoha would wage war against every other nation and village, arguing that the existing order was corrupt and that Konoha should become the Ninja World’s sole master. 23

Kumogakure was destroyed and occupied early in the campaign. Later, Sunagakure and Iwagakure were destroyed and annexed following the Fourth Ninja World War, while Konoha’s territory expanded to encompass half of the Ninja World. 33 59 60

The Three Great Sage Regions—Mount Myōboku, Ryūchi Cave, and Shikkotsu Forest—were subsequently defeated or brought to submission. Their fall removed longstanding independent centers of senjutsu from the Ninja World’s balance of power. 65 71 72

Global unification

By the time Yoru received World Master authority, the former ninja villages no longer existed as political entities. Kirigakure, Sunagakure, Iwagakure, Kumogakure, the Land of Rain, the Land of Iron, and other territories were consolidated into Konoha. 81

The unified state standardized citizenship, law, and education. Former rival peoples and clans were recast as Konoha citizens, while the old village names survived only in history textbooks. 81

Society and Governance

Konoha citizenship

After unification, the Ninja World’s population was placed beneath a single civic identity and administrative structure. The new order emphasized common education, common laws, and merit over prior village or bloodline divisions. 81

  • Former Sunagakure carpenters and former Iwagakure stonemasons jointly built Peace Memorial Halls. 81
  • Former Kirigakure Anbu taught restraint and righteousness in battle at ninja academies. 81
  • Former Land of Lightning nobles entered Konoha’s commercial system. 81
  • The Konoha Ninja Academy became the unified educational institution for children across the world. 81

Economic and scientific reforms

Yoru’s government promoted chakra as a tool for social development rather than warfare alone. Chakra-assisted super-crops shortened growth cycles and increased grain output, reducing Konoha’s dependence on outside resources. 59

Ninjas were encouraged to work in production, healthcare, research, construction, and public security. Elite teams were also established to maintain internal and external order. 59

Orochimaru’s research system expanded into agriculture, transportation, electricity, mechanization, thermal weapons, chakra, ninjutsu, Wood Release, Sharingan research, and Kekkei Genkai experimentation. 61

Chakra and Senjutsu

Chakra is central to the Ninja World’s power structure. Hagoromo historically spread chakra and founded the Ninjutsu Sect in an attempt to establish peace, though chakra later became a weapon of conquest and conflict. 72

Yoru later identifies chakra as a power originally planted by the Ōtsutsuki Clan, who treat planets and living beings as resources for cultivation and harvest. 95

Improved Sage Mode

Traditional Sage Mode was difficult to cultivate and dangerous to control: failure could result in petrification, death, or backlash from natural energy. Its rarity made it accessible only to exceptional shinobi. 72

Yoru’s proposed improved Sage Mode lowers the training barrier, reduces backlash, and can be adapted to an individual’s physique. Its intended mass adoption would allow ordinary shinobi to pursue power previously monopolized by bloodline clans. 72

Cosmic Threats

The Ninja World’s unification does not end its external dangers. Yoru identifies Ōtsutsuki Isshiki and the Moon Ōtsutsuki as threats that remain after the political conquest of the surface world. 73

Ōtsutsuki Toneri declares war on the Ninja World after being empowered and directed by Hagoromo’s remaining will. Yoru defeats Toneri, absorbs his Six Paths power, restores the damaged Moon, and places its surviving branch family under genjutsu-based submission. 73 76 78

Ōtsutsuki Urashiki later arrives from another timeline intending to harvest the Tailed Beasts and restart the God Tree plan. He discovers that the Ninja World has already undergone “God Tree ascension” under Yoru’s rule and is erased. 82

Yoru’s longer-term objective becomes the integration of every Ninja World into a Multiversal Core capable of resisting the Ōtsutsuki Clan’s planetary harvesting. 95
