Kingpin is introduced as Wilson Grant Fisk, the public-facing philanthropist and mayoral candidate who secretly rules the American criminal underworld. He approaches Bai Ye after a destructive incident in New York, offers to cover the damage, and ensures their exchange is recorded to improve both of their public images. 50

Recognizing Bai Ye's influence and unusual power, Fisk seeks a partnership that could secure his mayoral ambitions. Bai Ye demands an initial payment of $50 million; after Bai Ye forcibly stops Fisk's moving car with True Qi, Fisk raises the offer to $200 million and changes his approach from threatening negotiation to conciliatory cooperation. 51
